  • 24 Mar 2016 in National Assembly: out of stock. All sorts of reasons are given many of them hanging around inefficiencies in procurement and management. This is not going to help this county. Some counties argue that they buy drugs every three months which does not make sense in management science. They should know that health services are not planned for. People do not plan when they will fall sick. How many people plan to fall sick in the next three days? It is actually an act of God. People pray that they do not get sick. It is not going to be possible to be ... view
  • 24 Mar 2016 in National Assembly: The amount of Kshs302 billion is way above what was given last year. It is enough money. I call upon the county governments to take this amount and use the one year left to implement the projects which they had promised for the benefit of the people. We have not seen tangible projects being done but we hear a lot of noise about how the national Government has not done this or that. We want to see more of their projects. I support the Bill and ask the House to support it. We must look at the implementation going forward. view

  • 17 Mar 2016 in National Assembly: Hon. Speaker, I wish to support Hon. Duale because today, I was forced out of the Committee because of what Sumra was chewing. It was very irritating. view
  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I support this amendment because we have noted in this country that the forest cover is almost constant. Therefore, bringing in the Director of KEFRI is going to really help because most of the times, the innovations are not being implemented in the field. Finally, the qualification of the Chair is very important because we need knowledge so that we can have qualified people running the forest department. view
  • 16 Dec 2015 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to contribute. From the outset, I want to congratulate His Excellency the President for the appointment of the seven individuals who have fared very well in their areas and have contributed to the country’s development in different areas. One thing which we have observed here is that there are people who have done very well and we have no doubt that they are going to contribute to the development of this nation in a very good manner. However, we need to really review the rules and laws which are governing the ... view

  • 16 Dec 2015 in National Assembly: I am sure that when they are appointed, many people struggle to decide whether to take up the appointments or not because the Civil Service is becoming very unattractive. I can attest that the few individuals who have been nominated by the President are going to perform. I can attest that Charles Keter, the Senator of Kericho County comes from my county and he is somebody who can work very well with people. I have no doubt that he is going to ensure that the energy industry is going to prosper because of his characteristics. He is a very strong ... view
  • 16 Dec 2015 in National Assembly: Hon. Speaker, I was stating very clearly that Hon. Charles Keter is the Senator from my county and I have no doubt in his capability. All of you know he has been in this House for a while and he has actually had an opportunity to work at the Ministry of Energy before and he is going to perform. I have also had an opportunity to meet with Dr. Cleopa Mailu. He is actually a real technocrat in the field of health and is going to bring a wealth of experience from the private sector. If he is given support, ... view
  • 16 Dec 2015 in National Assembly: I do not want to dwell a lot in the other individuals, but I am giving an example. The young man by the name of Mucheru is a very well versed person in the private sector ICT. I am sure he is going to perform and give a good name to the young people of this country. I thank the President for recognizing young professionals and that the youth in different sectors can contribute to the well being of this country and its development. Therefore, I propose and I actually urge this House to support them. view
