  • 3 Jul 2014 in National Assembly: with duplication by sheer luck; that is, if we had good relations with the county executives and, probably, the governors and MCAs. Otherwise, it has been very difficult. We get most of the information informally. Therefore, this Report is very timely. We support the amendments which have been done in the Bill and brought here by the Mediation Committee. You realize that the Constituencies Development Fund is an intervention measure which supplements what the national Government and county governments are doing and, therefore, it is important that we really get information, sit together, and work together in the spirit of ... view
  • 1 Jul 2014 in National Assembly: Hon. Speaker, I also stand here under Standing Order No.43 on Statements. I have two important pending Statements. One which is very important is touching on maize necrosis, which has really threatened food security in this country. In my constituency as we are talking now, several farms have been affected by the same disease again this year. The Chair of the Committee on Agriculture, Livestock and Cooperatives has not come back with a response to the pertinent issues which I raised the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report ... view
  • 1 Jul 2014 in National Assembly: second time in March. So, I seek your guidance. Every time we ask they keep on pushing the date and never come back with a response. I also pray that the Cabinet Secretary comes as soon as possible so that they address these issues. The committee chairmen have been giving us lame excuses and this is not going to take us forward. view
  • 1 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, is the hon. Member in order to discredit the work that has been done by the Committee even after being told that the requirement on public participation was adhered to? He is insisting and using un- parliamentary language like “it is still half-baked”. Is he in order? view
  • 26 Jun 2014 in National Assembly: Yes, hon. Chairlady. I just want to say something. I think this country is faced with a lot of challenges, especially in terms of the absorption rate but we understand from the Cabinet Secretary that this time round the Government has placed a lot of emphasis on starting the programmes on time and, therefore, even if these cuts have been done, we urge this House to support. This is because we are still a House which is driving the Budget and, therefore, in the next two months we will be very strict on what the Cabinet Secretary has pledged on ... view

  • 26 Jun 2014 in National Assembly: Thank you, hon. Speaker. I rise to contribute to this important Motion on devolution of health services. Before I say anything about this, I would like to appreciate the fact that the Constitution that we passed in 2010 wanted, in good faith, to share the functions between the national Government and the county governments. That is why under the Fourth Schedule of the Constitution health services were devolved to the grassroots. If you allow me to read, the Fourth Schedule of the Constitution 2010 states thus: “County health services, including in particular - (a) county health facilities and pharmacies; (b) ... view
  • 26 Jun 2014 in National Assembly: calls about power being disconnected, medicine not being available, lack of staff and so on. I have a dispensary by the name Kimogul which has been operating without a nurse for the last three weeks. There is also Londiani District Hospital which has been operating without electricity which was disconnected because of non-payments. As we devolve functions, it is important for us to realize that the country is not divided into pieces and there is need to work together. I really wonder if Kenya Power Company is still a State agency or it is a private agency. How can they ... view
  • 25 Jun 2014 in National Assembly: Thank you, hon. Deputy Speaker. I want to say one thing concerning the Statement that hon. Mbadi is seeking. It is important to note that there is a big problem in the designs of our roads. The design that is currently being used on our roads is on the basis of a design that was done in 1982. A good example is the B1 Road, which is going from Mau Summit to Kisumu. The population has grown in those areas. They have not been provided with stages and proper parking. Camp David is an example of a place which does ... view
