taxed in one location there is no need of being taxed in another location. A classic example is that of motorcycle operators where most of the youth are investing in. We are also worried that currently, the taxes which are levied on motorcycles and the spares are not friendly to the youth. To cap it all, the county governments tax these youth highly. If a youth is carrying a passenger and charges Kshs100 and he is charged almost Kshs70 then there is no money for buying fuel. I urge both the national Government and the county government to be sensitive. ...

6 Mar 2014 in National Assembly:
Hon. Speaker, maize is a staple food in Kenya. It is produced in most parts of the country. However, an alarming spread of the devastating maize disease in parts of Narok, Bomet, Nandi, Kericho and Kipkelion threatens to affect maize production in those areas and negatively impact on the livelihood of the people in the region as well as on food security in the country at large. I would like the Chairperson to inquire into and report on the following:- (i) steps taken by the Government to arrest the spread of the disease; (ii) any measures that the Government has ...

Hon. Speaker, whereas I appreciate what the hon. Member has said, I also wish to state that the Statement request was made during the last session. The Statement is about a very serious problem affecting farmers. The disease is spreading. There is a big worry that it will even spread to areas where the Government is making a lot of efforts to irrigate a million acres of land. It is my opinion that the Committee has not been taking this matter seriously. Three weeks is a long time. That period of time will make them to become less concerned about ...

Hon. Speaker, I was going to be comfortable with two weeks, but if he insists on three weeks, I will seek your assistance in this to ensure that it is done within three weeks. This is not a matter of hon. Limo, it is a national concern and it is going to affect the economy of Kenya. Kenyans are aware that maize is a key driver even to inflation. If we are not careful, inflation in this country is going to rocket because maize forms a big part of our foodstuffs. I will go by your word and wait for ...

Thank you, hon. Speaker. I stand to support this Bill with amendments. I say so because whereas all of us know very well that we are legislators, but I think we should also consider what the Constitution says about our roles as MPs. We are the representatives of the people and that we are supposed to deliberate and resolve issues concerning our people. One of the key issues which have been affecting this country is the kind of disputes which have been arising between the national Government and county governments. Let us try and resolve these issues because it is ...

county governments is not helpful. I want to say that the importance of this Bill is that the development board will provide the opportunity for coordination of development. It will also provide opportunity for co-operation between the national Government and the county government. It will also provide an opportunity for prioritization of the projects and issues concerning our people. Where I differ is where legislators, Senators, Members of the National assembly and members of the county assembly will be full members of theboard. Therefore, it can be construed to mean that they will be implementing projects. We need to amend ...

I want to also propose an amendment that we delete Part 91(b) and (c) which proposes to set two other boards at the sub-county level and the ward level. We have been talking in this country about lowering costs of operations. If you look at the roles of those two other boards that are proposed in the Bill at the constituency and ward level, it is completely duplication. I propose that this should be deleted in the spirit of saving costs and offering an opportunity to avoid duplication because this will duplicate the board at the county level.
