  • 19 Nov 2013 in National Assembly: Sub-paragraph (iii) requires that to qualify for funding, the groups should have been registered at least for six months. I am proposing that we remove this regulation and allow that as long as the groups are registered, they qualify for funding. I am saying this because in some constituencies you may not even find a group that has been registered for one month, three months or even six months. view
  • 19 Nov 2013 in National Assembly: If you look at Regulation 18, it has already provided how the groups will be awarded the loans. I propose that Regulation 18 should not be applied uniformly in all constituencies. In a constituency, let us take the group that has been registered longer than the others, instead of restricting the youth and women. So, I propose that we delete that sub-paragraph (iii) so that we have an easy time for the groups. view

  • 24 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for giving me this chance to contribute to this important Bill. First, I thank the Departmental Committee on Justice and Legal Affairs for bringing this Bill to this House early enough. We know in this country we are used to bringing new rules and laws during election time. However, this Bill has come at the right time so that we can have enough time to ventilate. Unfortunately, I have realized that most of the Members are not very interested and this is dangerous for democracy because we witnessed last time, just before elections, ... view
  • 24 Oct 2013 in National Assembly: people by setting others. Therefore, the creation of room for giving warning the first and the second time is very realistic so that people cannot misuse that provision. On political parties funding, the current dispensation is very good because it ensures that the State funds political parties. One of the things we need to consider in this country is to see how the State can fund nomination process. This is because one of the biggest problems which we have encountered in this country is that of nomination process. It is a nightmare because no political party in this country has ... view
  • 17 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I wish also to record my appreciation to the Committee of Finance, Planning and Trade, of which I am a Member. I have realized that of late, most of the Bills which come with a lot of details are from our Committee. The other thing which I wish to state is that this Bill we have just passed is a very important Bill, because insurance is very important in this country as it gives people a lot of peace. The value which has been put into this Bill will ensure that we have very ... view

  • 3 Oct 2013 in National Assembly: Further to what hon. Ottichilo has said, I would like to add something on the maize lethal necrosis disease. view
  • 3 Oct 2013 in National Assembly: Hon. Deputy Speaker, the lethal necrosis disease has become a real threat to maize production, especially in Narok, Bomet and parts of Kericho and Nandi; and, lately, Kipkelion, where I come from. Therefore, I would like the Committee to further inquire into and report on the following:- (i) steps taken by the Government to arrest the spread of the disease; (ii) measures that the Government has put in place to sensitise and equip farmers, in terms of giving them information and the requisite skills to fight the disease; and, (iii) what urgent plans the Government has to assist or compensate ... view
  • 1 Oct 2013 in National Assembly: Thank you hon. Temporary Deputy Speaker. I stand to support the Bill and before I do so, I need to really say that insurance is one of the key issues that can bring stability of mind to our people. This will affect directly the growth of our economy. In most of the times you will find that the investor is driven by the confidence he has in what he does. If this country will get an opportunity to develop the insurance industry, we will have minimum loses. Investors will actually concentrate on developing their businesses and leaving the other part ... view
