  • 3 Jul 2019 in National Assembly: When you see an institution abandon its role and pursue roles of another institution, it clearly shows that it is an idle institution. If the Chief Executive Officer (CEO) and the Chair of a Board of parastatal are entangled in confusion, that institution will not move. If you appoint a Chair of a Board that is idle and you allow them to hover around the corridors of the parastatal, the CEO will not work. What does that tell you?   • 3 Jul 2019 in National Assembly: Therefore, the HBC should consider and bring a Report to this House specifying that the Senate should only summon the CS responsible for Devolution. This is the only CS who will then link them to the national Government since there is no need of confusion. I want to conclude by saying that the Constitution is clear on the roles of this House. The Departmental Committee on Finance and National Planning had a total of 14 sittings to look at the budgets for the State departments and commissions which come under us and these include; the National Treasury, the State Department for Planning, the State Department for Devolution under the Ministry of Devolution, the Controller of Budget, the Commission on Revenue Allocation (CRA) and finally the Salaries and Remuneration Commission (SRC). Speaker, we recommended some enhancement which would strengthen the various activities being carried out under the NG-CDF given that, in the various constituencies where we come from, people in the villages are only aware about the projects done by the NG-CDF. We wonder whether these devolved units were actually only for recurrent expenditure. This is because the work done by counties is not measurable and that is a very serious crime.   • 11 Jun 2019 in National Assembly: We observed that though this department has been given the responsibility of distributing relief food for Kenyans, they have not been funded. They used to be funded directly in the past. We observed that, this time round, they have not been funded directly. They were depending on the National Treasury as they would get funding from the Contingency Fund. view

So, for the DCC to justify or for the State Department for Devolution to justify that they need food, it becomes a long process if it is not budgeted under the State Department for Devolution directly. In case there will be need to have more food, especially when there is serious drought, then they can apply to be given more money under the Contingency Fund.   • 11 Jun 2019 in National Assembly: The Commission on Revenue Allocation is one that is in charge of recommending the sharing of revenue between the two levels of Government, that is, the national Government and the county governments. This Commission was recommended to get Kshs456 million compared to Kshs413 million last year. This is because of the kind of aggressive work they are doing. They are working on new policies for the third formula on sharing of revenue and so we recommended an additional Kshs12.5 million. view
