asked the Minister for Roads:- (a) how much money was allocated for the tarmacking of Olenguruone-Kibunja Road in Molo Constituency and how much has been spent so far; (b) whether he is aware that there are potholes on the tarmacked sections of the road already and yet it has not been completed and what the Ministry is doing about it; and, (c) when the project will be completed.

Mr. Deputy Speaker, Sir, I appreciate the answer given by the Assistant Minister. Having admitted that some sections of that road are in a deplorable condition, what action has he taken to ensure that the contractor has done satisfactory work? As he has said, what has been done is not satisfactory.

Mr. Deputy Speaker, Sir, in the Assistant Minister’s answer, he has said that he has instructed the implementing road authority to ensure that the affected sections are repaired. Mr. Assistant Minister, have you gone to the ground to verify that the instructions you gave have been implemented because there is nothing going on, on the ground?

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to evade answering my simple question? He has said that he has sent his officers to go and repair the affected section. Have they gone to repair that section?

On a point of order, Mr. Deputy Speaker, Sir. Why is the Assistant Minister misleading this House, because this road is in Nakuru County yet it is being supervised by the Regional Roads Engineer from a neighbouring County Council? Is he in order to say that the engineer, who is supervising that road, is working when I know very well that he is not on the ground and he has never been there? Is he in order to mislead this House?

Thank you, Madam Temporary Deputy Speaker. How come when the Organization of the Petroleum Exporting Countries (OPEC) sneezes, the East African countries get flu, if not pneumonia? In most cases, we have heard that when there is just a slight increment of crude oil price our Government and the Ministry normally hike the price of our fuel locally. Does it not mean that in the energy sector, they do not have a reservoir which, at least, can absorb those shocks before they sit down and regulate or control the prices? Mr. Speaker, Sir, I concur with the Assistant Minister’s answer. However, these hawkers are entrepreneurs and they create employment for the many youths. Does the Ministry have specific plans to expand this programme to other major towns like Nakuru and others? This should not happen only in Nairobi.
