  • 13 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want just to raise a very fundamental point here. As we are discussing this issue of insecurity of which I am a victim and my constituency has also been a victim - it is not a regional issue; it is a national issue - the substantive Speaker, the substantive Deputy Speaker, the Chair of the Departmental Committee on Administration and National Security and the Leader of Majority Party are not in the House. Would I actually be in order to ask for adjournment so that we discuss this issue while they are in ... view
  • 5 Nov 2013 in National Assembly: Hon. Speaker, I rise to request for a Statement pursuant to Standing Order No.44(2)(c) from the Chairperson of the Departmental Committee on Administration and National Security concerning the recent spate of attacks that occurred in Rachuonyo South District between February, 2013 to date. Hon. Speaker, over 500 residents have been attacked, women raped, others killed and others maimed. There are so many people who have been hospitalized. I would like to mention a few of them: A Chief Inspector and a prosecutor by the name Samuel Kipyegon and a magistrate were attacked. The prosecutor was killed. The raids have taken ... view
  • 5 Nov 2013 in National Assembly: (i) the steps security officers have taken to control the rate of insecurity around the country as well as control the armed raids in Rachuonyo South which has two constituencies, that is, Kasipul and Kabondo Kasipul; (ii) clarify whether the police officers based at Oyugis Police Station edited the Occurrence Book (OB) in relation to insecurity cases reported between February and July, 2013 as a cover up; (i) the number of persons arrested in relation to the attacks and raids, including, if any, further action taken against such persons. (ii) the status of investigations being carried out, if any, on ... view
  • 5 Nov 2013 in National Assembly: Hon. Speaker, I am most obliged. I will be happy to have the Statement in a week’s time. view
  • 10 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I must thank you for recognizing me. Mr. Temporary Deputy Speaker, Sir, allow me to thank the hon. Speaker, Kenneth Marende, for a job well done in this House. This House has actually undergone view
  • 3 Jan 2013 in National Assembly: Thank you Madam Temporary Deputy Speaker. I rise to support this Bill. Allow me to congratulate the Minister for bringing this very important Bill. I, as Magwanga, would like to rise and support it. The Provincial Administration is very critical for us in terms of maintaining law and order. Without law and order, we cannot go very far. Most developed countries exist without chiefs because they trust one another. There is a lot of trust amongst the people unlike the developing countries where people have to be supervised and guarded 24 hours. On that note, I strongly feel that chiefs ... view
  • 3 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the candidature and I want to say that I do not know Halakhe Dida personally but I will only support the recommendation by the Justice and Legal Affairs Committee. Mr. Temporary Deputy Speaker, Sir, corruption in this country is so alarming and it is crippling the country. I also want to state that if you look at the way this country is run on a daily basis, what is being misused or mismanaged is more than what is being spent. Unless we get somebody who is thorough in his work, we ... view
  • 3 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to oppose this Motion in the strongest terms it deserves because I want to state here clearly that candidate number one was left under circumstances which are not clear. By only stating that he is actually under investigation that is not enough because no report was given at all. This very good lady is holding an office and this one is just a way of denying the right Kenyan an opportunity. The House should not be used as a rubber stamp. Mr. Temporary Deputy Speaker, Sir, I want to state here very clearly ... view
  • 4 Oct 2012 in National Assembly: Mr. Speaker, Sir, could the Minister tell us whether it is true or not that both the District Security Committee (DSC) and Provincial Security Committee (PSC) are composed of members from a certain region in Kenya? If it is so, is it true that they are biased towards a certain group, either China or American? What is the Minister doing to create a balance in both the PSC and the DSC? view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, I am happy that I am in this august House at this particular moment. I rise to oppose this particular amendment with several reasons. Mr. Deputy Speaker, Sir, Article 91 of this Constitution isolates and highlights what political parties are supposed to be about. This amendment was anticipated by the drafters of Article 38 of the Elections Act that is supposed to fill a certain spirit. That spirit is supposed to be one that stops the issue of party hopping and making sure that political parties are engrained in certain ideologies. If you look at Articles ... view
