  • 28 Jun 2016 in National Assembly: concept of devolution. That is why some individuals go to the extent of going to the court to stop the disbursement of funds to constituencies. One wonders where devolution is felt more. Is it at the constituency level or at the county level? The citizens need more understanding of the meaning of “devolution”. The money given at the sub-county level, which is the constituencies, is nearer to the public and it is administered at the lower level than the money that is appropriated at the county level. A lot of funds have been put in development projects like rail transport. The road transport is good. In the last two or so years, there has been a lot of investment in rail transport through the Standard Gauge Railway (SGR). We need more efficiency from our National Treasury so that by the end of the day, the resources are released at the right time, there is proper monitoring and evaluation of what happens and we get value for money.
