I believe we can convert some of these disadvantages like floods to an opportunity to harness water. That water will then be used for irrigation or other utilization, thereby solving the problem of food insecurity; these two features are connected. Hon. Deputy Speaker, I also stand to support the appointment of these two eminent Kenyans. Given their CVs that I have gone through, these are Kenyans who, given an opportunity, could work towards transforming this sector. This is one sector that has great potential in terms of improving infrastructure development and transport. There is a problem in Kenya today; as we know, teachers are on the streets. We are spending a lot of money. Everybody is asking for money, and so we need to engage in some of these sectors; these people should be given this responsibility, so that they can improve the sector. This will help us create wealth and move this country forward. Improvement of the sector would directly contribute to income and growth of the country. It will also facilitate movement towards Vision 2030.

On the issue of the railway line, we know there is the threat to the Mombasa Port, because there is a lot of competition from our neighbours. While aware that transport is very crucial, it is important that the Government puts in place mechanisms that will ensure every part of each constituency has good roads of bitumen standard. We know that many times, the problem with crops is not so much of water stress but is related to fertilizers. We are aware that those countries which have low consumption fertilizers are food insecure. As a country, if we cannot feed our citizens, we cannot even claim to be independent.
