  • 17 Feb 2016 in National Assembly: constitution of the National Drought Management Authority. When the Authority sets up the offices, they will look at each particular county. There are some areas which are wet within a county because they receive more rainfall. There are other areas which are quite different within the same county. Many times, drought-prone areas within such counties are disadvantaged. In Meru County where I come from, areas like Buuri, the greater Meru North, parts of Tigania East and Tigania West, Igembe Central and Igembe North, have big chunks of land within the arid and semi-arid lands (ASALs). They receive erratic rainfall and ... view
  • 17 Feb 2016 in National Assembly: However, if you look at Meru County generally, you may think that the entire county is not prone to drought. That is also the case with other counties like Tharaka Nithi and Embu. So, it is my hope that when the Authority considers establishing offices, they will not only look at the counties in terms of the average weather condition, but will also consider specific pockets within given counties, so that some people do not get disadvantaged. As it is now, certain areas within some counties are disadvantaged. There are certain counties that are favoured like those which are considered ... view
  • 17 Feb 2016 in National Assembly: When I consider some of the areas I have been to and have worked in before like Embu County, the area of Mbeere is disadvantaged. In Tharaka Nithi, an area like Igambang’ombe, which is squeezed between counties, is disadvantaged. In Meru County, Buuri area and Meru North are also disadvantaged. Therefore, while setting up offices, they should consider the geographical and climatic conditions of each area and not just the administrative boundaries. view

  • 17 Dec 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker for this opportunity. I take this opportunity to congratulate the two nominees for two respective responsibilities that have been given in the State Departments of Environment and Natural Resources. Looking at the two CVs of the two candidates and the Report, I believe that the two have prerequisite qualifications required for the responsibilities that they have been entrusted. Although Mr. Sunkuli does not appear to have the credentials in the area of environment, I believe the responsibility at the level of Principal Secretary is a leadership position and it requires somebody who ... view

  • 3 Dec 2015 in National Assembly: Hon. Speaker, I would like to also associate myself with this petition. Wildlife-human conflict is a serious menace within Meru. This extends even in the area around Ngaya Forest and Nathi where wildlife has destroyed crops. Even during those very good rains, our crops have been destroyed and we would like the KWS to take action so that, at the end of the day, wildlife does not affect the general livelihood of the people around the highlighted areas and other areas like the Ngaya Forest also in Igembe North. view
  • 3 Dec 2015 in National Assembly: Thank you, Hon. Speaker. I am glad to contribute to this particular Sessional Paper. It is very important. In fact, as a country, we are lost. It is high time we used a Sessional Paper like this to bring us back to the reality. When people have no values, they also have the wrong culture. The culture that we have created is a wrong one. It glorifies theft. Nobody cares where you get your money. Nobody cares what you do. What people are interested in is whether you have the money and you are able to buy anything. This is ... view
  • 3 Dec 2015 in National Assembly: It is high time we reconsidered education. The values that we are talking about here should be taught from nursery school. Then, at that level, our children will know that the first thing is belonging. At the moment, children are looking at their ethnic groups. • 3 Dec 2015 in National Assembly: a sense of belonging occur. When you look at other actors like the media, they are concerned about the bad issues in our society. The other day when terrorists attacked Paris, because the French value their country, they never display people jumping from the top of the building or somebody being butchered. When something happens here in Kenya, the worst is displayed. When you display the worst about your country, where are we going? We display fear and even tourists fear to come to our country. We portray a situation like the country is on fire. This does not happen ... view
