Thank you, Hon. Speaker. I would like to support what Hon. T.J. has said but since I am on the Floor, I would like to contribute. The NG-CDF is the best fund in this country. I am recommending that we adopt this model in the national Government. With the NG-CDF, as a businessman executing a project, you are sure that the funds are available and the project is alive. You only need speed to execute the project. That is opposite of whatever is happening in the counties; you are not sure whether a project is there. When it comes to ...

On the reallocation of resources, it is lengthy. It takes a long time. It will take more than three months when you submit to the board. This should be done online. There is no need of wasting Members time waiting for ordinary projects to be undertaken. On youths, I recommend that we increase their funds. I come from a constituency that has a lot of talent. We are known. In fact, we say that our cash crop is not tea or coffee, it is music. We have produced the greatest stars from central province like John De Mathew, Peter Kigia, ...

Thank you, very much, Hon. Temporary Deputy Speaker, for giving me time to also make my contribution. At the outset, I support the Bill because I have seen that it is going to address the many problems that we are having in our counties. Hon. Temporary Deputy Speaker, when Murang’a County Government was a county council, it used to have a lot of money. It also used to have many programmes. However, currently, even within our own constituencies, nothing is happening in the county. Cess is collected manually but we do not know how it is banked. Sometimes, there are ...

overloaded lorries to use those roads. The Government uses a lot of money on those roads. I think we should find a way of how the national Government should be involved. We cannot leave that matter to the county governments. We must have responsibility. This is because we cannot develop infrastructure then it goes to waste. It is a high time the county governments adopted the NG-CDF model. If the NG-CDF uses Ksh39 billion per year, and most county governments maybe under Ksh10 billion, why can we not propose those projects? They are proposed in the county, approved here and ...

Let me use it. Thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to speak on this Bill. At the outset, I want to advise Dr. Oundo that it is easy to get a Government tender. It is very easy for anybody in this House to get a tender but it is hard to get paid. You can even get one next week. If you want a better tender, you can go to the counties. You will get a job but once the governor is through with his term, you do not get paid. The question is not ...

Although we have reviewed these regulations, they are still not favourable to our people, especially the youth and upcoming businesspeople. We will continue to see the Chinese do the works for many years. First, tender security that we keep talking about but does not add any value. You want our people to tender for jobs yet most of them are poor. You expect them to have cash bonds and bank guarantees, where are they going to get this money? We must do away with this if we want to help the youth. Performance security is one thing that has frustrated ...

Thank you very much, Hon. Temporary Deputy Speaker. Incoming Chair, I apply these regulations every day, so I know what I am talking about. Finally, I want the national government to follow the good example we have with the NG- CDF. At the NG-CDF, before you are given a job, money is set aside. The same thing should happen at the national government, because they are the people with the money. For us, we do not have a lot of money, but we make sure the jobs are secured, contractors are paid on time and there is no conflict anywhere.

Thank you very much, Hon. Temporary Deputy Speaker for giving me an opportunity to make my contribution. I would like to start by thanking the Budget and Appropriations Committee. They have really done a nice job. As for our Government, they have also supported Kenyans by coming up with nice tax proposals.
