  • 20 Jun 2007 in National Assembly: menace. Secondly, he did not, specifically, tell Kenyans when the menace started. Thirdly, he has not told us why it has taken the Government such a long time to deal with this menace since it knew of the existence of the Mungiki since 1992 and proscribed it in 2005. In fact, as I speak, we have another threat emanating from Kwale District, with similar characteristics to those of the view
  • 20 Jun 2007 in National Assembly: . Mr. Speaker, Sir, the Assistant Minister said that Members of Parliament from Central Province have come forward to condemn the Mungiki, but he mentioned only three hon. Members from that region. There was an allegation by one hon. Member that several hon. Members from 1928 PARLIAMENTARY DEBATES June 20, 2007 Central Province had actually taken an oath in a village in Kiambu District in 2000, but the Assistant Minister has not told us anything about this allegation, yet we have the intelligence service. Mr. Speaker, Sir, those are the clarifications I wanted. But before I sit down, I would ... view
  • 12 Jun 2007 in National Assembly: Mr. Speaker, Sir, I rise to seek a Ministerial Statement on the issue of insecurity caused by the Mungiki menace. In the Statement I intend to know from the Minister of State for Administration and National Security the root cause of the Mungiki menace. Who are the Mungiki leaders? Given that the Government has a National Security Intelligence Service (NSIS) to provide such intelligence information, what action is the Government taking to ensure that it stamps out this menace and any other insecurity menace in the country? Mr. Speaker, Sir, why are hon. Members of Parliament from Central Kenya quiet ... view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand to oppose this Motion. First of all, I would like to pose a very simple question. NARC stands for the National Rainbow Coalition. It is a coalition of parties. One of the parties of that coalition is LDP and it cannot be left out. May 29, 2007 PARLIAMENTARY DEBATES 1681 view
  • 29 May 2007 in National Assembly: I am talking and I hope this gentlemen could just keep quiet. Mr. Temporary Deputy Speaker, Sir, the Government of the Republic of Kenya is composed of an elite team which is moving to suppress democracy in this country. We cannot allow that. We have heard in this House today, that some of the Members of the Cabinet of the Republic of Kenya are members of Mungiki and they want to remove democracy so that dictatorship can take place in this country. We cannot accept that. view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am not going to withdraw that statement unless you remove it from the newspapers and unless you remove it from the Personal Statement of whoever said it this morning. We cannot kill democracy because of the elite. We will never! view
  • 29 May 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I realise that when I stand here, that side feels shaken. I am sorry for that. I withdraw the Mungiki aspect. Let me say this, and I want hon. Members to listen to it. The nominees of KANU and FORD-(P) have not committed any crime. I suggest that we pass the nominees of KANU and FORD-(P) and we leave those of NARC behind so that the East African Legislative Assembly (EALA) can continue to perform its functions and the Members of NARC can continue to mess themselves. With those few remarks, I oppose. view
  • 24 May 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to mislead this House that the Government is taking appropriate measures to curb the insecurity in the country, when he knows, and he has told us in this House, even this afternoon- -- A child was killed in Mt. Elgon. Likewise, there is insecurity in Funyula and Maralal. Recently, there was a massacre in Ol Moran. The Assistant Minister says that he is going to sit down with Mr. Lesrima to discuss measures to curb the insecurity. The insecurity in the country is not only ... view
  • 17 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, you heard the Questioner say that 30 primary schools, five secondary schools and two colleges were closed because of insecurity. The Assistant Minister has said that he is not aware of this. We have the District Security Committee which is supposed to inform the Office of the President about the security situation in the area. We are aware that the DEO has run away. We are aware that over 10,000 students of primary schools are not in school. We are aware that 600 secondary school students are not in school because of insecurity. We are also ... view
  • 16 May 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead this country? As we all know, as a country, the Government promised to increase the salaries of chiefs and assistant chiefs. Is he in order to mislead this House, and the country, that their scheme of service has been improved while, in effect, the Government just increased an allowance by Kshs100 per chief? Is it in order? view
