On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead this House? He has admitted that the vehicle belongs to the Ministry of 4160 PARLIAMENTARY DEBATES December 6, 2006 Livestock and Fisheries Development. The issue is that the vehicle was used by the two individuals to go and register a political party supported by the Government. He has admitted that the vehicle belongs to the Government. The same vehicle was used by the two individuals. Is he in order to mislead this House?

Mr. Speaker, Sir, you realise that this Government has a habit of making too many denials and excuses. We know that one of the main reasons why farmers are shifting to neighbouring countries is because of the low prices of wheat which are offered by the National Cereals and Produce Board (NCPB). Secondly, the NCPB does not pay the farmers on time. What measures is the Assistant Minister taking to ensure that prices of wheat are competitive and that the farmers are paid immediately after delivering their produce to the Board, just like in the neighbouring countries?

Thank you, Mr. Speaker, Sir. I am on the Front Bench and that is why I am lucky. I would like to take this opportunity to support this Appropriation Bill. I think it is very important that we look at the priorities of this country. Without security, definitely there will be no development. When you look at the security of this country, you will see that it needs a lot of improvement. I am happy that the Minister for Roads and Public Works alluded to the issue of the capacity of our security forces in terms of mobility and airlifts. ...

asked the Minister for Local Government:- (a) whether he is aware that LATF and LASDAP funds are controlled and disbursed at the Ministry headquarters; (b) what action he is taking to ensure that the local authorities control and disburse the funds directly to community projects; (c) how much LATF and LASDAP funds have been allocated to Kajiado Town and Olkejuado County Councils for the last four years; and, (d) which projects have benefited from the funds and by how much.

Mr. Deputy Speaker, Sir, the Assistant Minister did not answer part "b" of the Question, which was: What action is the Minister taking to ensure that the local authorities control and disburse the funds? Olkejuado County Council received Kshs186 million for the four years, but you can hardly see a tangible project. The Assistant Minister has not answered part "b" of the Question. I would like him to specifically answer that part of the Question before I ask my supplementary question.

Mr. Deputy Speaker, Sir, the Assistant Minister has not given an appropriate answer. We cannot allow this Ministry to get away with this. I have a report from Olkejuado County Council which was in response to the Question from the Ministry. The Ministry completely failed to report what was happening in Olkejuado County Council. Some of the projects which this Ministry has certified are complete have not been completed at all. The Clerk to the council says: "The Ministry has purposefully or intentionally avoided reporting on what we have done." What can the Assistant Minister say about this? I am ...

Mr. Speaker, Sir, I have just received the written answer from the Assistant Minister. Part (a) of the answer indicates that the Minister is very much aware that this section of the road is a nightmare to motorists. This is the main supply route to Narok, Trans Mara, Bureti and Kisii districts. It also serves an area with great potential for tourism. Why has the Government allocated funds from the donor community instead of allocating its own money?
