  • 11 Apr 2007 in National Assembly: Mr. Speaker, Sir, when international construction companies complete their projects, they hand over their properties to the Ministry of Roads and Public Works. In the case of Strabag International (K) Ltd, which was building the road between Mtito Andei and Salama, there is a camp at a place called Masimba, which has been handed over to the Ministry. Could the Ministry hand over that camp to Kajiado Central Constituency so that we convert it into a youth polytechnic? view
  • 11 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is very surprising to hear the Assistant Minister claim here that releasing the Report will amount to damaging of our national security. We all know that national security entails provision of safety and protection of citizens. The breach of peace that the Armenian brothers caused at our main airport is no longer a national security issue. The sacking of our people because of the problems caused by the two Armenian brothers is no longer a national security issue. Could the Assistant Minister tell this House the main reason why this Government is not willing to ... view
  • 10 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, this is a very serious matter. First of all, the Minister is telling Kenyans that this Government is surrendering the sovereignty of this country. When people are under threat and run away from such threats, international protocols demand that they must not be repatriated to their country. Secondly, we do not have a repatriation agreement with Somalia because there was no Government there. Why were these people repatriated to Somalia? view
  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Questioner was saying that since the police are under risk because of insecurity, what is the policy covering their lives in case they are shot by thugs? How much is a policeman supposed to be paid when he dies in the course of duty? view
  • 4 Apr 2007 in National Assembly: No, Mr. Deputy Speaker, Sir. I am not on a point of order. I want to contribute. view
  • 4 Apr 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Motion. Peace in this country is very important. The lives of Kenyan people are very important. As we speak in this House today, we know that normal life in April 4, 2007 PARLIAMENTARY DEBATES 355 Mt. Elgon has been disrupted. Schools and health centres have been closed. Diseases are also spreading and the Government of the Republic of Kenya is in a position to stop the problem, if it has the will. I would like to point out that--- view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, could you ask hon. Members to consult in low tones so that I can continue with my contribution? Mr. Deputy Speaker, Sir, it is very discouraging to see the reports that have been coming from the Mt. Elgon region, yet the Government has not taken any appropriate action. That is very discouraging. The cardinal responsibility of any Government is to offer protection and security to its citizens and their property. This Government seems to have abdicated this responsibility. I would like to pose questions to the Minister of State for Administration and National Security: "Where is ... view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, one cannot substantiate the obvious. This Government has been doing nothing to deal with the situation. You cannot substantiate the obvious! This Government has watched the problem go on unabated. The Government has proved that it is doing nothing. This Government must do something concerning the Mt. Elgon area. That issue must be dealt with today. view
  • 3 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Assistant Minister said that this man is a terrorist and an enemy of Kenya. He has said that this man came, planned and killed Kenyans in 2002. When this man was arrested in Kenya, why was he repatriated to another country? Why did Kenya not charge him because the lives that were lost were Kenyan lives? Why was he handed over to Somalia? Why was he not dealt with here if he was an enemy of Kenya? You should have dealt with him here! view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, gender applies to both sexes. Mr. Speaker, Sir, you realise that the Government has been claiming that the economy has improved. One of the major areas to be given priority is education. A big chunk of our Budget is given to the Ministry of Education. However, there is also a big chunk of money returned to the Treasury by Ministries. This is done because of non-expenditure. Could the Assistant Minister tell us how much money has not been utilised and is available to his Ministry? We can use this money to give bursaries to these students. view
