  • 20 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I want the Chairperson of the Committee to listen to what I am going to say. view
  • 20 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. It is very important that he listens to what I am going to say. The owners of wildlife are the pastoralists. I want to correct the Member for Nairobi County that Nairobi National Park actually belongs to Kajiado East Constituency. It is only that the boundary has not been done properly. Looking at this Bill, I personally think that the Committee should have considered recommending the devolution of wildlife to the county governments. I am saying this because wildlife is managed by pastoralist counties. However, we are not benefiting from these resources. Let us ... view
  • 20 Nov 2013 in National Assembly: not get less than Kshs5 million. If he is seriously injured, the compensation should not be less than Kshs2 million, and the package should be inclusive of off-setting of medical expenses until full recovery of the victim. This is a very important thing that we must consider. Hon. Temporary Deputy Speaker, the other thing is about the penalties--- view
  • 20 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, I am not ready to be informed. view
  • 20 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, the issue of penalties is very appropriate. If we really want to mitigate the killing of wild animals in this country, we should maintain the proposed penalties because they are very appropriate. As I was saying, on compensation, the Committee should come up with an amendment schedule and bring us all on board, so that we can develop this very important Bill. Once it is passed, with proper amendments, it will transform conservation and management of wildlife in this country and make wildlife a useful resource for this country. With those very remarks, I beg to ... view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Chairman, Sir, I am also of the view that the Regulations cover the requirement as per the Uwezo Fund Board and, therefore, the deletion is really not necessary. view
  • 29 Oct 2013 in National Assembly: Thank you, hon. Speaker. I think hon. Kaluma brought a very fundamental issue and when you look at this report, there are quite a number of glaring anomalies. I want to support my colleague who has said that we need to adjourn this Motion to allow the Committee to go back to the drawing board. view
  • 29 Oct 2013 in National Assembly: Hon. Speaker, you can invoke the provisions of the Standing Order No.1 and also 96, so that we do not waste too much time on an issue on which the Committee did not have consensus. So, this is a very important matter. We need to look at this issue critically. The recommendations of the Committee will enable this House to arrive at a very appropriate decision. view
  • 29 Oct 2013 in National Assembly: Hon. Speaker, Sir, when you look at the report, it has no consensus because two Members did not sign it. When you listen to some of the Members who have been contributing, you can see the direction they are taking. It is important to adjourn this Motion, so that the Committee can look at the issues raised on the Floor of the House, decide and come with a consensus. That is just a proposal. view
  • 22 Oct 2013 in National Assembly: Hon. Speaker, I thought that you were not able to see me. There is a lot of scientific data being collected at San Marco. This scientific data is being sold by the Italian Government and it is earning billions and billions of money. The agreement was supposed to have expired last year and I am just wondering why the Government is allowing another agreement to be signed between the Kenya Government and the Italian Government for another period of say 20 years and yet that will make the Kenya Government continue losing billions of US dollars and scientific data to ... view
