I want to put a rider in this august House that national security organs should be fully supported with resources. Also, this august House should not condemn the national security organs, which are the premium security of the country. Some of my colleagues have a habit of condemning the Police Service and the Military for doing their job. As I support Mr. Kimaiyo as he begins his job, I want this House to support our security organs. That will give them the morale and the opportunity to serve the country.

For example, if a county like Turkana comes up and says that it is not ready to manage its own affairs, they will continue to manage your affairs because there is no time limit on this. Mr. Temporary Deputy Speaker, Sir, first of all, I want to commend the Minister for bringing this very important Bill to the House. Most importantly is the issue of the Sport Development Authority (SDA), which will be the umbrella body under which all sporting activities will be put. We have had a problem of every sporting discipline having its federation. This has brought a lot of problems in this country.

That is because climate change has really caused a lot of damage to this country. I come from a constituency which is very expansive and large. When I was a young man growing up, most of the streams we called maparasha, were flowing. However, now, all those streams have run dry.
