  • 2 Oct 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would also like to thank the Mover, hon. Baiya, for bringing this very important Bill which has gone through. Mr. Temporary Deputy Speaker, Sir, you realize that this is a very “hot” time. Many people are going to make erratic statements which will bring unnecessary fear to the citizens of this country. We want to see the results of this Commission. We have given them the fangs. It is now time to bite people who will try to bring unnecessary utterances to this nation. Most politicians tend to go that way. This is the ... view
  • 26 Sep 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. You heard what the Member said. He has referred me to as the senior most Minister and yet I know that I am the junior most Minister with regard to the Cabinet. However, what did I do for him to mention my name? Is he in order? view
  • 26 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all, I would like to say that I support this very important Bill. Secondly, I want to congratulate the Minister for bringing it at the right time. With my security service background, I can say that this is a very important Bill for this country. We must not forget 7th August 1998 when we lost 220 Kenyans. We must not forget what happened in the United States of America (USA) on 11th September, 2001. We must not forget what happened in Kikambala. We must not forget what happened in Garrissa the other day. ... view
  • 18 Sep 2012 in National Assembly: I am sorry, Mr. Deputy Sir; I think the Clerk gave me only page one. Financial Statement of the Municipal Council of Bungoma for the year ended 30th June, 2010 and the certificate thereon by the Auditor-General. • 12 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am aware that Senior Sergeant Silas Biwot Ruto who had proceeded on leave was reported to be missing on 19th February, 2001, by his wife Grace Kalekye. She reported at the Kahawa Garrison on 17th March, 2001, where the serviceman used to work, stating that Senior Sergeant Silas Biwot Ruto went missing from their Olenguruone home and alleged that he left home on 19th February, 2001, to collect his pay from his bank in Nakuru but he never returned, nor did she find him at his place of work. ... view

  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, I also would like to add my voice to this very grave accusation made against this august House. What precedes my name is the title “honourable”. This House is referred to as an august House. It cannot be that the occupants of this House can stoop that low to be bribed in order to pass certain resolutions. Mr. Speaker, Sir, it is shameful for anybody in this House to be involved in that action. In our laws in the Standing Orders--- I can quote three Standing Orders, that is, 79(4), 97(1)(d) and 82(1) and (2). I think ... view
  • 24 Aug 2012 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. I think the amendment by Mr. Baiya actually satisfactory. We are not taking away powers from the Service or from the Director-General. We are actually empowering him, in view of the rights of the citizens, so that his does not become a rogue organization. We do not want a rogue organization. Somebody can wake up tomorrow and just walk in and search--- view

  • 24 Aug 2012 in National Assembly: No! No! Do not bring in the issue of criminals to try to pursue things. We want to make sure that this is an organization which can advance national security. It should not be a threat itself. I think this amendment is very good and it will give the Service the teeth to bite or to investigate so long as an investigation is based on Section 43. Mr. Temporary Deputy Chairman, Sir, I have to speak from my heart, as somebody with security background. view
