  • 2 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, I stand to support the Motion. We need to go home and see our people. We have several problems. We are elected leaders. We are representatives of our people. Our people are suffering. This country is undergoing a famine crisis. It is the right time for hon. Members--- view
  • 2 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, I have said I support this Motion, because hon. Members are the representatives of people and this country is under a famine crisis and an insecurity crisis. We need to go and see it for ourselves, and make sure that we bring recommendations to the Government. Secondly, recently, the Deputy Prime Minister and Minister for Finance put across the Budget. We need something called a stimulus package. We need, as Parliamentarians, the representatives of the people, to ensure that the stimulus package is properly utilized, and make sure that the people understand it, so that the ... view
  • 2 Sep 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker. view
  • 2 Sep 2009 in National Assembly: I also stand to support this Motion very strongly and thank the Mover for bringing this Motion to the Floor of the House. You realise that the cornerstone of national development is education. Therefore, this Motion has been brought at the opportune time; more so, when we look at the situation the country now finds itself. Not only are the poor affected. It is not only the poor the Government should take care of, but every child must be supported. Most importantly, the children from the pastoralist communities whose livestock is the main source of livelihood are frustrated by the ... view

  • 1 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, I stand to support this Motion. The issues raised by the Mover are substantive and we need to clear them before we adjourn today. We need to extend the Sitting from 6.30 p.m. in order to complete the business on the Order Paper. That is all that this Motion is about. My friend, Mr. Mungatana has said, “for the convenience of House---” We are saying that we should not adjourn until we finish the business on the Order Paper. view
  • 1 Sep 2009 in National Assembly: Mr. Deputy Speaker, Sir, that is exactly what I am saying. I have said that Mr. Mungatana quoted the Standing Order that refers to the convenience of the House. It is for the convenience of the House that we do not want to adjourn at 6.30 p.m., but extend the Sitting until we finish the business on the Order Paper. That is what the Mover of the Motion is saying. I do not understand why the hon. Member is opposing the extension in order to clear the business on the Order Paper and yet we are paid to do this. ... view
  • 27 Aug 2009 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a)The Government has not considered re-locating Moi Airbase at Eastleigh from its current location. However, the Ministry is greatly concerned over the encroachment on land in an area known as “Kiambu” that is about 200 metres from the camp’s Bomb Dump, contrary to international minimum safety distance of 400 metres. This is potentially dangerous, more so in an event of an accident inside the Bomb Dump, which could be catastrophic. view
  • 27 Aug 2009 in National Assembly: Secondly, the construction of tall buildings in the area has also posed great danger to landing aircraft as pilots have to dodge the buildings in order to align aircrafts for landing. The problem is grave at night as the buildings are still under construction and have no lights. The situation is worse for the inexperienced pilots, who at times veer off the flight path centre line as they approach the landing, and could easily crash into buildings. (b) The Ministry of State for Defence has written to the Permanent Secretary (PS), Ministry of Lands, as well as to the Town ... view
  • 27 Aug 2009 in National Assembly: Mr. Speaker, Sir, you cannot control accidents. An accident can even occur in the safest of airports. So, as regards MAB, that is the location. view
