Mr. Temporary Deputy Speaker, Sir, for example, if Samburus continue to steal from the Boranas, once the stolen cattle cross into Samburu East Constituency, you should be calling a meeting of your own people and be held responsible because you are the elected leader of those people. That is the only way that we can stop this cattle rustling.

Mr. Temporary Deputy Speaker, Sir, let us not personalise this important Motion. What I am saying is that an hon. Member of Parliament should be part of the security team in his own constituency. I am trying to make a suggestion; that if stolen animals cross into a certain boundary, those people should be held responsible. That is the only way that we can stop cattle rustling. It is making these hon. Members jittery because their people are the ones who are actually doing cattle rustling. Mr. Temporary Deputy Speaker, Sir, I would like to make another very important 4004 ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. First of all, I would like to commend the Commission for bringing in very powerful 3910 PARLIAMENTARY DEBATES December 4, 2008 recommendations. Our country was visited by a devil after the ECK announced fraudulent election results. The root cause of the problem early this year in this country was because of an incompetent ECK. One of the recommendations in the Report is that we should disband that Commission. I am happy and I am going to be very short so that ...

Secondly, I would like to take this opportunity to congratulate the American people for making their decision this morning and elected Barrack Obama as the President of the United States of America. Thirdly, I would like to congratulate hon. Obama for being elected as the President of the United States of America. In 2006, I had an opportunity ...

I am not saying that it is the agents of the current Government, if my friend got me right. I am saying "the agents". The agents can be anybody.

Thank you, Mr. Temporary November 5, 2008 PARLIAMENTARY DEBATES 3291 Deputy Speaker, Sir. I will stick to the Motion. Mr. Temporary Deputy Speaker, Sir, in conclusion, it is important that this Parliament unites in ensuring that the constitutional reforms, which are part of this Motion that we are discussing today, will lead towards a new Constitution for the people of this country. It will help in healing this country. It is the onus of the Tenth Parliamen to deliver to the people of Kenya. With those few remarks, I beg to support.

Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make very few remarks on the National Livestock Policy. Mr. Temporary Deputy Speaker, Sir, first of all, I would like to congratulate the Ministry under the able leadership of Dr. Kuti for coming up with this Policy. Mr. Temporary Deputy Speaker, Sir, in this country, Livestock Policy has been long overdue. It is during the tenure of the current Minister, who is a pastarolist, that we are now able to see this Policy being brought to Parliament. I hope that once Parliament adopts this Policy, ...

Thank you Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Vote. Mr. Temporary Deputy Speaker, Sir, first of all, I would like to commend the Minister, Assistant Ministers and the entire technocrats of the Ministry for presenting a very workable budget, despite the fact that it is under-funded. Mr. Temporary Deputy Speaker, Sir, the overall goal of the Ministry is to achieve food security. Achieving food security for our country requires that the Ministry is funded accordingly. When you look at the Ministry's budget in the financial year 2008/2009, it translates to ...

Thank you, Mr. Deputy Speaker, Sir. You will recall that on 8th of this month, I, as usual, effectively answered the Question raised by the hon. Member for Kandara Constituency. I undertook, under your direction, to take the hon. Member to my office at Ulinzi House. You remember he said that he has never been to Ulinzi House. I took him to Ulinzi House and gave him a cup of tea. I instructed the bomb disposal experts--- I planned and prepared a vehicle and within an hour, I took the hon. Member to the alleged site of bombs. The hon. ...

Thank you, Madam Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this very important Motion. The spirit of this Motion is very important. However, its drafting which was done by my colleague, who is a legal expert, leaves a lot to be desired. There is no way you can condemn a government for natural disasters. There is no way you can say a government is negligent for natural disasters. What we need to say is that we must leave politics out of serious issues like floods and earthquakes. We must address issues as nationalists. We should ...
