  • 30 Jul 2014 in National Assembly: Hon. Deputy Speaker, first, I would like to thank the Mover of the Bill, hon. Wilber Ottichilo for bringing the Bill at the opportune time. As you realise, climate change has caused a lot of havoc. In our country today, we have persistent drought and occasionally, we have floods in areas like Budalangi. Globally, we have seen hurricanes and storms affecting the people. Some of them cause aircraft accidents like in the Sahara. We have also seen rising temperatures in the seas. We have seen the rise of some of the lakes like Lake Baringo in our country. view
  • 30 Jul 2014 in National Assembly: This Bill has come at the right time and it is important that we have a law that would address some of the effects of climate change. Some of the causes of climate change are sometimes man made. In our country today, you realise that we are discovering oil in Turkana and North Eastern. We have also discovered coal in Eastern Province, especially in Mwingi. These are going to emit carbon dioxide which is going to bring about climate change. It is important that we address these issues. We are going to be exploring oil in Turkana. As we refine ... view

  • 16 Jul 2014 in National Assembly: On a point of order, hon. Deputy Speaker. I am a Member of the Committee on Defence and Foreign Relations and we agreed. It is wrong for the Members of this honourable House to trivialize national obligation. This country is obligated to international arrangement. We are in Somalia because we are under an arrangement with AMISOM and the AU. We agreed and our soldiers are there. Therefore, it is wrong for my colleague to keep on saying that we want to withdraw our soldiers from Somalia. Our soldiers are doing nothing wrong in Somalia. They are under an international obligation ... view
  • 25 Jun 2014 in National Assembly: Thank you very much, hon. Speaker for giving me this opportunity to contribute to this very important Supplementary Appropriation Bill. First, coming from Kajiado Central, I wish to make a very strong appeal to the Commission on Revenue Allocation. Kajiado Central has been totally marginalised. It is not in the Equalisation Fund and I would like this to be known, that we are a very dry and arid area. The Commission on Revenue Allocation (CRA) needs to know this. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, as I support this Bill, first of all, I would like to also commend our technocrats in the National Treasury for negotiating for the Euro Bond which is in the region of Kshs175 billion. It will help this country’s economy to stabilise. It is very important that those who did that have this country at heart. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, we are debating this Supplementary Appropriation Bill because the financial year is coming to an end and we have got several services that the Government needs to undertake. These are issues to do with national security, health services, water The electronic version of the Official Hansard Report is for information purposesonly. • 25 Jun 2014 in National Assembly: and education. The Government cannot fulfill these obligations unless we pass this Bill so that we can move to the Appropriation Bill proper. view
  • 25 Jun 2014 in National Assembly: Hon. Speaker, with those remarks, I support this very important Bill. Thank you very much. view
  • 19 Jun 2014 in National Assembly: Thank you very much, hon. Speaker. I stand to pay tribute to a great man. The late Gen. Mulinge was a great hero, who deserves the gratitude of our nation for remarkable and exceptional service to our country. Gen. Mulinge was my mentor, commander, a great leader and a father figure of the Kenya Armed Forces. He showed true and exceptional leadership and courage and stood by this nation. He went through two very important episodes in this nation. One was in 1971 when some misguided individuals tried to remove a democratically elected Government of this nation. He stood by ... view
