  • 12 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, what we should be discussing here is how we can give this House the teeth to ensure that this country does not go the tribal way. I think that is the best way we can approach this matter. Mr. Temporary Deputy Speaker, Sir, with those remarks I beg to oppose. view
  • 5 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. Mr. Temporary Deputy Speaker, Sir, we are talking about a Vote of about Kshs9 billion. I feel very dismayed that, since coming to power, this Government has not prepared an economic plan on the transport sector. This is a very important sector. This country gets income from the transport sector. I have looked at Vision 2030, but I have not seen a critical aspect concerning transport in this country. If you look at Nairobi Railway Station, it is rotten. This is ... view

  • 5 Sep 2007 in National Assembly: Where are the economic planners? Can they not see that the Gulf region will remain the most important region in the world for the next 20 to 30 years? Yet we cannot think of how to develop the Port of Mombasa, first of all as a free port and secondly as a strategic, launching and staging zone. Where are the planners in the Ministry? We have none! Actually, I am wondering whether the planners in the Ministry have complied with their performance contracts. I wish I was the examiner! I would fail all of them! Look at Southern Ethiopia. The ... view

  • 30 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity to support this very important Bill. First of all, I am very surprised that the Government side, although they are moving this very important Bill, are mixing issues. I entirely agree that we need a Bill to curb organized crime, specifically the mafia-like organized criminals like the view
  • 30 Aug 2007 in National Assembly: The Government must come out and say that organized crime, mafia-like, Mungiki type, needs a law to ensure that it does not exist in this country. The Government is scared of mentioning organized crime. The other reason for I supporting this Bill is the issue of drug trafficking. It has been a thorn in the flesh of this country. But where is the political will to fight it? We know that Kenya has become a conduit for drugs in this region, but the political will is not there. If we can pass this Bill, it will enable this country to ... view
  • 22 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. First of all, I would like to commend the Mover of this Motion. I think he has a very important vision for the young people of Kenya. I would like to begin by saying that, if we are to succeed in this, we need to have a strategic policy, encompassing all education structures in the country, beginning with early childhood education, primary education, secondary education and 3346 PARLIAMENTARY DEBATES August 22, 2007 university education. It is very important that we have ... view
  • 21 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, you were the one who called me to inform the hon. Member. Secondly, I am the substantive Shadow Minister and hon. Muiruri is an Assistant Minister. So, I have the right to speak before him! view
  • 21 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to commend the Minister for a wonderful presentation. Secondly, I would like to point out that the problems of water services companies are becoming a bottleneck for consumers in this country. So, the Minister needs to look at the policy afresh. Similarly, we need to have a policy on water catchment areas, so that an area like the Mau ecosystem is fully protected because it supports a wide area of this nation. Mr. Temporary Deputy Speaker, Sir, the other policy which is not very clear is that one on irrigation and water ... view
