. We must think in a more positive and objective way. Mr. Temporary Deputy Speaker, Sir, we cannot just put down figures, come here and bash the Minister when, actually, other Ministries are not submitting their policies for implementation. If you take an example of the Ministry of Development of Northern Kenya and other Arid Lands - they should call this the Ministry of Arid and Semi-Arid Lands. It is not only the North Eastern Province which is suffering. We have semi-arid lands in Kajiado and Samburu districts. We cannot just go round pleasing people. This is our country. We ...

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very April 24, 2008 PARLIAMENTARY DEBATES 675 important Motion. I would like to thank the Minister for bringing here the names of the Board for approval. This issue is overdue. Some of our constituencies are lacking behind in terms of providing services to our constituents. Mr. Temporary Deputy Speaker, Sir, I want to support the former speaker, who said that the Board should not be an impediment, obstacle or a bottleneck in the implementation of very important development projects. The CDF was meant to ...

Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to make my first contribution from the Government side. I would like to start by, first of all, requesting that since we are in a Grand Coalition, all of us elected leaders should tone down our rhetoric and try to build and push this country forward. If we continue to take hard positions, this country will not move forward. As a Grand Coalition we belong to one Government. It is important that we come up with solutions to the problems affecting our people. One method of coming up with ...

Thank you, Mr. Deputy Speaker, Sir, for allowing me to contribute to this very important Motion.I stand to support this Motion. It is very important that we, as elected leaders of this country, must not only be seen, but ensure that all our people are free and secure including their property. It is an eyesore, disappointing and disgusting that a country like Kenya should have IDPs. We can only find IDPs in failed states. We can only find situations like this in failed states. Kenya is not a failed state. It is important that the IDPs are identified and profiled. ...

Mr. Deputy Speaker, Sir, I am part of the Government but I am just recommending that for the sake of the people of Mt. Elgon, we need to look into the best ways and means to solve the problem. If they want us to continue with the war, we will continue with it. There is no problem. But I am just saying that it is better for them. We should give them the opportunity even to repent. We cannot have an illegal armed defence force in a country. So, if you want us to continue, we can continue sorting you ...

Mr. Speaker, Sir, in this country, there is something called "collective responsibility". For example, in Tanzania, the Leader of Government Business must, first of all, see the Questions, make sure they are addressed to the right Ministries and answer them if the Ministers are not available. So, we expect the Leader of Government Business to go ahead and answer the Question.

Thank you, Mr. Deputy Speaker, Sir. I stand to support this Motion. It is important that we go back to our constituencies to help in the healing process. I would like to start by commenting on the issue of security. Nothing will happen in this country unless we guarantee security. There is no development without security. There will be no security without development. So, as the Government looks for ways of improving the infrastructure, it will be very important that fairness is used. That is because if you look at the situation obtaining in Mt. Elgon and Laikipia - the ...

Do you want a Government of corrupt individuals? We want a Government of "clean" people, those who will stand for the unity of this nation. They say that leadership must guide the process of change. We must provide leadership, as hon. Members of the Tenth Parliament. It is important that when we are here, the whole country looks upon every hon. Member to provide leadership in cohesion, unity and friendship of all Kenyans, because we belong to this country. Mr. Deputy Speaker, Sir, on the issue of land, I must say that the British were not in this country in ...

On a point of order, Mr. Deputy Speaker, Sir. Is it in order for this Minister of the Government of the Republic of Kenya, who supports foreign interests, to say that I am an "old retired Maj-General"? I am not old! I am just within half a century!

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. I support the Motion. First of all, we need to thank God for restoring peace in our country. Secondly, I would like to thank the people of Kajiado Central for electing me the second time to this very important House. Thirdly, I would like to congratulate all the hon. Members in this House for winning their seats during the last General Elections. Fourthly, I would like to commend our negotiators for reaching an agreement. Fifthly, I want to thank the mediators, ...
