  • 2 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, the Public Procurement and Disposal Act, which was passed by this House, has been violated by the Treasury, the KACC and the CBK. It is, therefore, important that this House, not only passes this Motion of no confidence in those concerned, but the individual concerned must be taken to court and be jailed. That is the only time impunity will end in this country. People who have stolen public property should actually be taken to court and get jailed, so that nobody else will ever repeat the raping of the economy of this country. Even property ... view
  • 18 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this very important Budget Motion. At the outset, I would like to register my personal condolences to the families of our departed colleagues. That is because I did not get the opportunity to do so. I would also like to 1256 PARLIAMENTARY DEBATES June 18, 2008 congratulate our newly elected colleagues, one of whom I had an opportunity, although he was not from my party, to ensure that he was re-elected. view
  • 18 Jun 2008 in National Assembly: When you look at the Speech by the Minister for Finance, it mentions very openly that the economy is on the reverse! Mr. Speaker, Sir, in his Budget Speech, the Minister for Finance mentioned very clearly that the economy is on the reverse. I am not an economist, but I know that if the economy is on the reverse, then the poverty levels will rise. However, he did not show us any tangible measures he intends to put in place to mitigate this situation. So, although the Budget Speech was praised, in my view, to a large extent, it was ... view
  • 18 Jun 2008 in National Assembly: Yes, I belong to this Government, but I have four roles. First of all, I am a representative of Kajiado Central Constituency. So, I have the right to articulate issues affecting my constituency. I want my colleague to understand where I come from. I am a Government Assistant Minister, but I have the role of representation. Secondly, I have the role of legislation. The role of making laws in this Parliament. Thirdly, I have the role of oversight, like Members of Parliamentary Committees. My fourth role is that I am an implementor. If you give us the money, I implement ... view
  • 18 Jun 2008 in National Assembly: With those few remarks, I support. view
  • 14 May 2008 in National Assembly: Thank you, Mr. Deputy Speaker, for giving me this opportunity to contribute to this very important Motion. I stand to support the Motion. view
  • 14 May 2008 in National Assembly: It is Parliament which has failed in its duty. This is because the law as prescribed by the Constitution demands that Parliament should set the number of Ministries of the Republic of Kenya. However, successive Parliaments, from 1963 up to now, have failed. I would, therefore, like to thank my very good friend, Mr. Ethuro, a very able Member of this House, for bringing this Motion. Mr. Deputy Speaker, Sir, I would like to clarify a few issues. First of all, the situation we are in today as a country is very unique. Therefore, it is not a mistake that ... view
  • 14 May 2008 in National Assembly: It is shameful because we know that there are people who have been mentioned adversely, but they are still being recycled. I am a retired military General. I faithfully served this country for 32 years. When I was in Form Three, some people were Permanent Secretaries. Now, those people are still here. Now, for how long are we going to keep our young people waiting before they get positions of responsibility? view
  • 14 May 2008 in National Assembly: It is Parliament which has not set the law right. It is not really the mistake of the current Cabinet or Kenyan Government. It is, indeed, the failure of Parliament and not the Government. Since Parliament has failed, the country must be governed and the President has a right to appoint 1010 PARLIAMENTARY DEBATES May 14, 2008 whatever size of the Cabinet. Mr. Deputy Speaker, Sir, talking of a lean Cabinet, I do not think "lean" means numbers, that is, three, ten or 20. "Lean" means the delivery of services. How many people did we have in this country in ... view
  • 30 Apr 2008 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. The Supplementary Estimates are meant to cushion the country before the main Budget. Rather, this is the remaining amount or half of what was meant for the development of this country. So, the Minister has done a good job by bringing these Supplementary Estimates although a little bit late. But we understand the reasonwhy they were delayed. Mr. Temporary Deputy Speaker, Sir, I think the resources of this country must be put into proper use to improve the living ... view
