Madam Temporary Deputy Speaker, thank you very much for giving me this opportunity to contribute to this very important Motion. I would like to commend my friend, Mr. Mututho, for bringing this important Motion in the august House for us to discuss. It is very important that, as a nation, we recognise and honour our heroes. There are several fundamental questions which we must address. The first one is the profiling of the war veterans. We need to profile the war veterans: Where are they? How many are they? How are they living now? How many are alive? Which war ...

Thank you very much, Madam Temporary Deputy Speaker, for giving me the opportunity to contribute to this very important Vote. On the outset, I would like to commend the Minister for his very able leadership in what he is trying to do. You realise that we recently came out of a very trying period, with regard to the education system, but he handled the crisis in a very professional manner. Let me begin by condemning the education syllabus of our country. The Ministry needs to look into this issue. Overhaul of the syllabus of the current education system is an ...

Mr. Deputy Speaker, Sir, I stand to support this Motion. In this House, we have the Front Bench and Back Bench. For the Ministers to know how this country is developing, we need this recess. Why am I saying this? If you take the example of the Ministry of Energy, we have given it a lot of money and we need rural electrification. We need the Minister to go round constituencies in order to find out how the money is being utilised. The same applies to the Ministry of Water and Irrigation. We have given that Ministry a lot of ...

Thank you, Mr. Deputy Speaker, Sir. That is exactly why we need this recess. Some of the hon. Members, instead of asking a question, they engage in debate. We need to understand the Standing Orders of this House so that we offer leadership. We have had crises in our secondary schools. I, therefore, concur with Ms. Mathenge that it is high time we went to offer leadership and find out the problems afflicting our schools. With those few remarks, I beg to support.

Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. I support the Motion. Mr. Deputy Speaker, Sir, this is a very serious matter and it has taken this country a long time to address it. The cardinal responsibility of any government is to provide security and protect the property of its citizens. The Government is doing that. But we have a problem of leadership from the concerned communities. The concerned communities are prone to cattle-rustling. It is the high time that a policy is formulated to ensure that ...

The other thing which we must also be very careful about is the issue of life. We can have somebody say that 43 people were killed and yet when the security officers go to the ground they find only one body. Sometimes they say 1,000 people cattle were stolen but when you go to the place, you will find that only 10 cattle were stolen. So these people must be held responsible to speak the truth so that we can find a solution to this problem. This a very serious problem. This House needs to formulate a policy where any ...

Thank you, Madam Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Vote. I would like to support this Motion. It is a very important Motion and Ministry, but what I am very surprised about is the amount of money that this Ministry was allocated. When you look at last year's allocation for the Development Vote, this was given Kshs1.7 billion; surprisingly this year, it has been given Kshs0.6 billion, less Kshs1.1 billion. The question is why when we require this money for development? Surprisingly, when you look at my own district, Kajiado, the money ...

Mr. Temporary Deputy Speaker, Sir, the Ministry is aware of this position, but it is still pushing, like the British did, to ensure that the owners of land, the Maasai, do not get back their land. We want to be included in development of land policy in this country. It is very important. Like any other Ministry and Government Department, the Ministry of Lands is full of corruption. I am glad that the Minister is here. I am 100 per cent sure that he will push for the situation to be rectified. If you request for a Government land surveyor ...

Mr. July 2, 2008 PARLIAMENTARY DEBATES 1595 Deputy Speaker, Sir, I thank you very much for giving me this opportunity. This is a very straightforward Motion. Our country has been brought to shame by the acts of Ministers and civil servants, who are using impunity to wreck, savage and rob the country's economy. I am a Member of this Government. What the Mover and the Seconder of this Motion talked about is a terrible blow to the image of the Government of the Republic of Kenya. Therefore, I support this Motion.
