Mr. Temporary Deputy Speaker, Sir, I stand to oppose this Motion. We have a lot of unfinished work, as it was clearly stated by the previous speaker. We still have many Bills that need to be sorted out. The one that is very close to be concluded is the Supplies Practitioners Management Bill. Mr. Temporary Deputy Speaker, Sir, I was saying that, like Butere/Mumias District, the people of Mbeere District have been independent from Embu District for over ten years now, but they still have to travel very far to the Land Registrar in Embu District, and they are our brothers. Could you give priority to the oldest districts so that we know that the Government has a programme of posting those officers to the oldest new districts?

Mr. Speaker, Sir, this is a very sensitive issue. It can even cause clashes, and has been pending for many years. To avoid what has happened in other parts of the country, I would like the Assistant Minister to say which cases are still pending and how they affect this issue.

Mr. Speaker, Sir, as you have heard, there are cases that have prevented us from proceeding with this matter. People have been organising delegations to go to State House to veto these court cases. These are people who are interested in my seat. These cases have been pending for over 20 years. The Government has made it quite clear that nothing will happen because of those two cases. Could the Government, through the Provincial Administration and the Ministry of Lands, take over these cases in order to resolve all the existing problems, including reconciling the Mbeere and Kirinyaga people? Mr. Deputy Speaker, Sir, I am, really, not bothered by the Royal Media 4086 PARLIAMENTARY DEBATES November 30, 2006 Services and so on. What concerns me is that there appears to be an effort to increase the level of tribalism using FM radio stations in all languages. When are small tribes like the Mbeere, Pokomo, Ogiek and others going to get their frequencies in keeping with the new policy of the Government to encourage tribalism?
