  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion and thank my colleague, Mr. Omingo and his team, for a job well done. As we all know, it is not an easy job trying to comment, several years after Government expenditure has taken place. The circumstances under which this particular Committee works are very difficult. So, I would like to thank them for what was, indeed, a major effort. I do hope that as we proceed, we will be more up-to-date. At the moment, we are still far behind. We are talking about things that happened seven years ... view
  • 17 Apr 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I did not say that. What I meant was that, this is an obligation which has to be dealt with legally and I am not sure I understand what we are doing legally--- view
  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have been in international banking for 11 years and I wish to confirm that what hon. Muite has said is correct and hence my fear that I am not sure we are taking the correct legal action in terms of following up this issue. If we let these things slide down, I am worried about the obligations of the future generation because whether these things are fraudulent or not, when the day of payment comes, that obligation must be met because of the irrevocable nature of those promissory notes. I want to thank hon. ... view
  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I wish to thank the Minister for that excellent report. We, in Eastern Province, have lost PCs through similar missions at the same spot, when they were travelling by helicopters. Is the Minister satisfied that the defence and police helicopters are in a good state of repair and that we can trust their reliability? These helicopters have killed senior officers from Eastern Province! view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I wish to thank the hon. Member for Changamwe for bringing this matter, which is of great national importance, to this House. This subject has been hanging over this nation for a long time and yet we know that it is dangerous. It is not good, in this modern times, to continue talking about tribal clashes in this country. Mr. Deputy Speaker, Sir, I have a lot of interest in this subject because I was a former Minister for Lands and Settlement. Therefore, I understand the actual problem from the Ministry's point of view. Secondly, there ... view

  • 7 Dec 2006 in National Assembly: Mr. Temporary Deputy Chairman, Sir, we have read the Memorandum December 7, 2006 PARLIAMENTARY DEBATES 4273 from His Excellency the President. The arguments that are used favour commercial banks, majority of which are not Kenyan-owned. A year-and-a-half ago this House discussed this matter at great length and made its decision. Mr. Temporary Deputy Chairman, Sir, I beg to move a further amendment to the amendment:- THAT, the entire Clause 16 be deleted. This means that Clause 16, sections 1, 2, and 3 should be deleted because this will be in the interest of the common man. At one point, bank ... view
  • 7 Dec 2006 in National Assembly: On a point of order, Mr. Temporary Deputy Chairman, Sir. Why do we not make it easy by voting on my amendment and we see how it goes? view
