  • 21 Mar 2017 in National Assembly: Government has implemented the Constitution and so it should be given another chance to continue leading this country. I also appreciate that the President promised Kenyans to have a free, fair and democratic election. This year is challenging because it is an election year. He promised that Kenya will remain intact even after the elections. He also indicated the approach the Government is taking to fight corruption that has been in this country. There is that multi agency approach to fighting corruption. The introduction of the Asset Recovery Agency which is recovering assets even from abroad is a very good ... view
  • 21 Mar 2017 in National Assembly: The Second Phase will be passing through Kajiado North, which is my constituency. It will have some stations and we will be using it to avoid traffic jams on our roads. The Government has introduced e-citizen in this country. Today you can sit on your desk and register a company. You will get your PIN immediately and then submit the company‘s Memorandum of Association. You are also enabled to pay the registration fees via Lipa na Mpesa . This is something that has not been done by any other country in Africa. Actually, we are ahead of well- developed economies ... view
  • 23 Feb 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me this chance to contribute on these Reports by the President. It was a very good indication of what is happening in the country. But it is a bit unfortunate in our country that for so many years we have been dealing with the same issues. There are those few challenges. For example, if you talk of the security of this country, corruption and tribalism, those are the challenges that we need to sit down as a country and see how we can solve them. On security, I think there is a very ... view
  • 23 Feb 2017 in National Assembly: On tribalism, during the normal operation of the country, you find all Kenyans behave similarly; they go to the same hospital. If it is hotel, they go to the same ones; schools as well. Everything is the same. But when it comes to politics, it is where tribalism is practised. So, if we deal with our political issues then I think tribalism will end in this country. There are those challenges that I think should be challenged. These are minor challenges that are unforgivable in a country, like food security. view

  • 21 Feb 2017 in National Assembly: Hon. Temporary Deputy Speaker, I am getting lost. Our Motion was on cattle rustling in Baringo, but we are getting into a different thing. We are investigating a certain murder. These are two different Motions. view
  • 21 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Let me join my colleagues to say this is an unfortunate thing. I saw how Hon. Cheptumo was talking in desperation saying how food is a basic necessity for a human being and how security is a basic necessity in a country. It is very basic. Cattle rustling is becoming an issue that is affecting the whole country. Most of the resources are going to that side yet it is not solving this problem. There have been attacks and counterattacks and in the process, people are dying. A time has come when we have ... view

  • 21 Feb 2017 in National Assembly: Hon. Temporary Deputy Speaker, Protect me from this noise. I was saying that in the 1960s, in Kajiado County, we used to have the same problem of cattle rustling. The way we solved the problem was very simple. We started more schools in the county and changed the standard of living for the people by developing the area. We also changed their lifestyle from animal rearing to business and made sure that all the children went to school. This is the simplest way of doing that. If you build more schools in the areas, most of the children will be ... view
