  • 7 Feb 2017 in National Assembly: Thank you Hon. Temporary Speaker for giving me this chance to support this Bill on prevention of torture. Any document that tries to mitigate the suffering of a human being should be supported. Kenya is a signatory to the UN Convention against Torture and other cruel, inhuman and degrading treatments. Having said that, we should live to that and this Bill will go far ahead to mitigate the same. These inhuman acts result from lack of understanding the essence of human life and what a human being is. Any time you torture a human being, you reduce his or her ... view
  • 7 Feb 2017 in National Assembly: like injecting heat or cold into a person to extract information. All these should be dealt with and forgotten as we move towards civilisation. To finish, this Bill will go a long way in making sure that our country joins the modern world by making sure that victims are not tortured before they give information. I beg to support. view
  • 26 Jan 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to contribute to this Bill. I normally support anything that contributes to the efficiency of corporate bodies, especially parastatals because I know this is where we lose a lot of money as a country and where we have a lot of corruption going on. It is good to understand these parastatals and the main objective behind them. Why a parastatal is created in a country is, for example, to offer services that private enterprises will not do, like the healthcare of our people maybe in the remote areas. That ... view

  • 26 Jan 2017 in National Assembly: the Government business enterprises are not governed by the cardinal rule of business which is profit. It is governed by other things. So, if we want to improve the efficiency of our parastatals, we should privatise them as much as possible. The other reason we should privatise is because there is a lot of political interference. World over, government parastatals are normally affected by the political situation in the country. Many governments would like to do the projects within their term, meaning that they would put people using political considerations as opposed to economic considerations. The other thing is the ... view

  • 17 Nov 2016 in National Assembly: Thank you, Hon. Speaker, for giving me this chance to support this Contempt of Court Bill. It is the first time in the country that we are putting this common law of contempt of court in writing, so that it can clarify the handicap that has been there. It is good to note that this Bill will clarify what constitutes contempt of court and what does not. It is a good Bill that will give clarity to what was not there. It also provides how court orders will be enforced and that will increase the capacity for administration of justice ... view
  • 25 Oct 2016 in National Assembly: Thank you, Hon. Speaker. This is a public Petition by the residents of Kajiado North Constituency regarding closure and relocation of the Ngong dumpsite. I, the undersigned, on behalf of the residents of Kajiado North Constituency in Kajiado County draw the attention of the House to the following:- THAT, the Constitution of Kenya recognises the right to a clean and healthy environment as a fundamental right; THAT, the Ngong dumpsite poses a health risk to the residents of Ngong Town due to dumping without set regulations; THAT, dumping in Ngong dumpsite was established without putting in place an effective and ... view
  • 5 Oct 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me a chance to contribute to the Bill brought by Hon. Muthomi Njuki. This is a very timely Bill that will enable us, as country, to preserve our history. We cannot underscore the importance of the history of our country. The mausoleum is the best place to learn the history of Kenya. It will also help us to interact with our past. It will help us to know something about the life of Jomo Kenyatta. We all know that he played a major role in this country, but we should document it in ... view
