There is a time I visited Kapenguria, where we have a jail where Jomo Kenyatta spent most of the time serving his term. There are some artefacts there, including the basin that he used while serving his term there. Those items should be brought to the mausoleum.   • 1 Sep 2016 in National Assembly: There is an observation that I have made. I plead with the House to allow some of these changes. Although baba said there should be no change even a comma, but we have to clean up this Bill. For example, if it is just a matter of grammatical error or where the Departmental Committee on Justice and Legal Affairs felt the sentence is not correct, why can we not be logical and change the grammatical error without changing the meaning? view

  • 24 Aug 2016 in National Assembly: This was a negotiated document. We had seven members from the Minority Party and seven members from the Majority Party. Accepting amendments from the other side would imply that their negotiating team has increased to eight members while ours remains seven members. My take would be that we either throw the whole Report out or we adopt it without amendments. view

  • 16 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to support the PAC Report for the 2013/2014 Financial Year. The impression you get when you go through this Report is that financial reporting in this country is not very good. It appears as if it is overlapping. You will not see a very clear demarcation between one financial year and the other. The overlap has become so large it has affected the accounting period of the following year.   • 16 Aug 2016 in National Assembly: The use of IFMIS is also not helping. It is actually complicating issues. Despite the fact that corrupt transactions are captured in the IFMIS, nothing is being done to bring the perpetrators to book. It is high time we woke up as a country and make sure that public financial resources are not misappropriated. If we do not do so as a country, we will take very long to develop.   • 16 Aug 2016 in National Assembly: Lastly, I emphasise that Accounting Officers should make more use of Information Communication Technology (ICT) and device methods of ensuring that contractor are paid directly from the National Treasury, instead of funds being moved to the ministries and departments, and then to contractors. This arrangement has created a very long process, leading to public money getting wasted in the process. view
