  • 20 Apr 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I also want to clarify and say this clause by itself is discriminative. The intent of the Mover was--- For example, if you are using the land for grazing and you go into agreement with an investor who turns to cultivation, then this Act should give a position to kick the investor out of the place. I thought this was properly covered in Section 28 where we said if the investor changes the position, then at that particular point, it is well covered. So, this one is just an addition of what was there. It should ... view
  • 14 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. When the President of the United States of America (USA) came to this country, he gave a piece of advice to the Opposition; that wishing their President to fail is wishing their country to fail, pointing out that such attitude will derail development. When the Opposition sat down and thought of whistling in this House, they were planning on how the President will fail to give his State of the Nation Speech. The Opposition wanted him and the country to fail. I abhor that action. It is a very bad act, especially when it ... view
  • 14 Apr 2016 in National Assembly: I want to congratulate the Speaker of the National Assembly, Hon. Justin Muturi, for the way he handled the chaos in the House on that day. He did a marvellous job because he threw out the rowdy Members one by one. Calm returned in the House and the President gave his Speech. I urge all the county assemblies in the country to behave in the same manner. Instead of fighting in the county assemblies when there is chaos between the ruling side and the Opposition, the speakers should do what our Speaker did. The Serjeants-at-Arms in various county assemblies can ... view
  • 14 Apr 2016 in National Assembly: If the Opposition wants to lead this country, they should not spoil it. If you want to drive a vehicle, you should not spoil it. You should not stone the vehicle but try to find ways of replacing the driver without spoiling it. If you spoil it, then you will not drive it. That is what we have in the country. We have to nurture what has been brought up by our founding fathers. It has taken us so long to build this country. If we concentrate on preaching negativity all the time and behaving as if the country is ... view
  • 14 Apr 2016 in National Assembly: yet it is the one that is facilitating the development that you are presiding over in the constituencies. view
  • 14 Apr 2016 in National Assembly: The President mentioned security, which is very good. Kajiado County is now more secure than when the President took over power. He also talked about education in our country. We have managed to construct six secondary schools in Kajiado North Constituency. We have at least managed to take 1,200 children to school, which could not have been possible if it were not for this particular Government. All our primary schools have been connected to electricity. I thank the Government for that. There is a lot of cash transfer programmes that are going on in my constituency and this is because ... view

  • 12 Apr 2016 in National Assembly: Thank you, for giving me this chance to contribute to this very important Bill and support it. We cannot underrate the impact of athletics to the growth of the economy of this country. We know athletics is a source of income to our country and I would like to say that it has marketed this country in a positive way. Whenever you go out and introduce yourself as Kenyan, they will mention athletics and think that you can also run. This is one aspect that as a country we can be strategic enough to come up with a strategy that ... view
  • 24 Mar 2016 in National Assembly: Thank you, Hon. Deputy Speaker for giving me this chance to support this Bill. I want to support it because it will only take three months to get the results they need. Having said that, it is good to realise that proper vetting should be internally. The vetting will not make any sense if you vet them, but repeat the same things. When we realise that we have to vet judges, it is good to appreciate that things are not going well. There has been a lot of interference with the judges in this country and amongst themselves. There is ... view
  • 24 Mar 2016 in National Assembly: something from that case, there is no way you can judge properly. It is better you withdraw from that case and give other reasons. Anytime you preside over a case and you have taken something small, you are adding to the mess we have in this country. The rule of law is simple and natural. You just let the natural things take their course. If you commit a crime somewhere and you know it, you will never feel offended if you appear before a judge who discovers what you did, but if you know you did it and the judge ... view
