The National Treasury should fix the dates of when the counties will receive this money after the passage of the Division of Revenue Bill. The counties should know the dates they will be receiving this money. In South Africa, the provinces know that on certain dates, they will receive the money so that they can plan.   • 24 Mar 2016 in National Assembly: counties. Are they viable? Are they spending the money according to the way the needs have been distributed? I would like the money left not to be misused especially in the parastatals. The Government has no business engaging in business ventures such as Uchumi and the Kenya Meat Commission. It should strictly offer an environment for businessmen to engage in business. Lastly, I would also like the country to check the productivity of those counties before the common formula, which should be dynamic, is used. view

Supposing they have a critical issue they want to solve? If the Board meets once a month, it might not have an impact in the organisation. view

The main idea is that the author of this Motion wanted decentralisation of registration of IDs and now passports. That even makes it worse. In the morning, I had intended to support my colleague when we met in church, but when you consider the technicality of the Motion, it is not in good faith. If registration and issuance will be done at the county, what is happening in the county may affect the issuance of IDs. There are those documents that have to be issued nationally. If we want to remain united as a country, there are those functions that have to remain with the national Government and be centralised. One of them is documentation. In this country, issuance of IDs is one thing that we have done right. It is only the process that is not very effective. I thought Chris Wamalwa wanted everything to be issued at the county level such that IDs are produced at that particular point and then issued there. That is the content. Otherwise, that document will not be respected in various areas. For example, if you are issued with an ID from your county, will it be respected by the Nairobi County Government when it comes to transacting business? view
