  • 2 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am very well informed now. That is what Huduma Centres are trying to do. When we went to the Huduma Centre in Eldoret to check what they are doing, all the registration is done at that point. The only problem is that it takes about two weeks for somebody to come to Nairobi and collect the document. We should improve distribution of IDs. How fast do they get to our citizens? This is a very important document. view

It goes to the respective areas, so that our country can grow a bit faster and the quality of the lives of Kenyans can improve.   • 24 Feb 2016 in National Assembly: Various Articles of the Constitution have been touched in this Bill to improve the process of authorisation of public funds. The Bill gives the Controller of Budget powers to approve withdrawal of public funds from any account like the Consolidated Fund and any other fund that directly benefits Kenyans. The Controller of Budget, Accounting Officers and the Auditor- General should be in line so that public resources are properly channelled and supervised.   • 24 Feb 2016 in National Assembly: I also envisage a situation where our Accounting Officers are to some extent permanent in their accounting areas. If the Controller of Budget approves withdrawal by a certain Principal Secretary and then within a short period that Principal Secretary is transferred to another department or Ministry, it becomes a bit difficult to try to trace where the expenditure was. This defeats the logic why the money was to be channelled to a particular Ministry. view

If we want to have a country that is governed by the rule of law, we should stop interfering. If you are a person of influence somewhere, you should not call an Accounting Officer to try and divert their attention. Do not influence the Controller of Budget or the Auditor-General. From the outset, I would like to say that this is a very good document that can go far to mitigate the corruption that we have in the country.   • 16 Feb 2016 in National Assembly: When we went further, we realised that the JKUAT had entered into another agreement with Align architects. The JKUAT was getting only 5 per cent of the proceeds. It then means that this was purely a private organisation and not the university’s enterprise organisation as they wanted us to believe. The Chief Registrar and the Judiciary purchased a house that was not properly valued. The official residence of the Chief Justice was bought at Kshs300 million yet there was no valuation.   • 16 Feb 2016 in National Assembly: Therefore, as I support this Report, I would like to ask the Committee on Implementation to ensure that the Report is properly implemented, so that our country can change from being corrupt to a good country. I urge those who are corrupt to understand that corruption is stealing. When you engage in corruption, you actually steal from Kenyans. We should collectively ensure that public money is directed to where it is supposed to go. Otherwise, our country will remain impoverished. We will take a long time to grow.
