We over- emphasised on that because we realised that people could not understand what the market value is. People in Government can deny others the value of their property based on this. It says: “For purposes of this part, “land value index” means an analytical representation showing the spatial distribution of land values in a given geographical area at specific time.” Members need to read Part (a) and (b). Part (a) talks about consultation; national Governments and the county governments. But we are saying that one of the biggest challenges county governments have is that they do not even have valuers.
