Mr. Speaker, Sir, I beg to ask the Prime Minister the following Question by Private Notice. Could the Prime Minister provide a comprehensive road map towards a peaceful general election, considering that the next general election will be most complex under the new Constitution?

Thank you, Mr. Speaker, Sir. The Prime Minister has outlined the Government roadmap that will ensure we have peaceful elections, be it at the end of the year or early next year. But there is something that remains unclear or he did not talk about it. That is the election date. He has been on record saying that elections should be held this year, 2012, but the President has been rooting for 2013. The two principals are reading from different scripts. This is causing anxiety among Kenyans and polarizing the tranquility that Kenyans have been enjoying for a while.

Mr. Speaker, Sir, could he give the real Government position about the election date, so that it ends this anxiety and ensures that Kenyans know the specific times they will go for the polls?

Mr. Speaker, Sir, is it in order for the Prime Minister to talk about communities coming together and yet recently, when there was a meeting dubbed “Limuru II” which was dispersed by the police, the Prime Minister came to the defence of that group from a particular region of this country? That was good enough to show that the Prime Minister was also supporting tribal cocoons coming together.

Madam Temporary Deputy Speaker, from the casual answer given by the Minister, it is, indeed, apparent that the Government is not serious to uplift sports in this country. Sports are the only thing that has put this country on the world map. Actions from the Ministry have made many sportsmen and women to think of changing their citizenship. Is the Minister aware that many sportsmen and women in this country, due to frustrations from the Government--- For example, the London Marathon winner is thinking of becoming a United States of America (USA) citizen. Madam Temporary Deputy Speaker, is the Assistant Minister aware that laxity and bureaucracy in the Ministry is what is causing all those problems? That is because money is allocated at the right time. But the execution of the works or the construction of those bridges is delayed as a result of many things that are going on in the Ministry. For example, there is a bridge that is supposed to be constructed in my constituency. It is called Kachibora-State Lodge Bridge. It has been allocated money for the last two years, but its construction has not started. The contractor moved ...

On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Chairman of the Health Committee to mislead this House that the NHIF ignored Government hospitals in distributing its resources or funds whereas it is obvious that it is up to the members of the NHIF to decide where they will be treated? He is misleading the House.

On a point of order, Mr. Speaker, Sir. It appears that the Minister is lost in the whole thing and has half-baked information that the concerned Government institutions in his Ministry have given him. Would it be in order for me to request that the Minister be given enough time to bring a substantial answer to the House and the matter be referred to the Committee of Parliament?
