  • 24 Apr 2019 in National Assembly: What is now left is the implementation part of it. We need to see how to implement what the President stated in his Speech. He clearly said that there is no turning back in some of the issues that he raised in his Address. Corruption was one of them. How we implement the fight against corruption and succeed in it is what will determine the state of this country as far as that sector is concerned. We all support the fight against corruption. I have not come across any Kenyan who says that he does not support the fight against ... view
  • 24 Apr 2019 in National Assembly: When I listen to some of our colleagues trying to direct the fight to some areas, I feel it because that is where we are losing it. That is why we are not getting it right. That is why the fight against corruption, no matter how much we say we are supporting the President, will be lost. We want to see the media reporting facts and shunning trivialising the issue. They should stop using the fight against corruption as something they just want to make headlines. view
  • 24 Apr 2019 in National Assembly: When we wake up every morning and we are told that billions of shillings have been misappropriated and we do not see people being arraigned in court over the same, we lose hope. I hope the institutions which are mandated with the responsibility to fight corruption will support the President in this fight. We can see the passion from the President. He wants to see a country that is corruption free and our generations will say that people who were there before them fought this menace and it is no longer there. view
  • 24 Apr 2019 in National Assembly: When it comes to the BBI, it is one of the best ideas that we can talk about, but we need to ask ourselves some questions. When I hear Hon. Maoka narrate about the various handshakes that we have had from 2000, 2007, 2013 to 2017, we need to ask ourselves why we need to have handshakes now and then. Why can we not sustain what we have achieved? Right now, we have an initiative from the leader of the ruling party and the leader of the Opposition. That handshake needs to be planned and processed to ensure that it ... view
  • 24 Apr 2019 in National Assembly: Finally, this is a House of rules. Let us avoid bringing in names. I have heard names of Kiunjuri, Kibicho, the DP and others being mentioned. view
  • 27 Mar 2019 in National Assembly: Thank you, Hon. Speaker. I arise to support the Report by the Departmental Committee on Agriculture and Livestock. Even as I do, I want to The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 27 Mar 2019 in National Assembly: note that this Bill was passed by this House in May last year. From that time, it is now in March that we are getting it from the Senate. It has taken almost a year and I think the trend is worrying. We work very hard in this House, pass Bills to go to the Senate where they start a process of proposing amendments, some of which are not in line with the spirit of the particular Bill. view
  • 27 Mar 2019 in National Assembly: Of interest is the introduction of consultations with CoG, which will slow down the implementation of the Irrigation Bill. I want to commend the Committee for rejecting this amendment. I also want to support the Committee for rejecting the expansion of the board, which would have resulted to a bloated board. The issue here is not about the expansion of the board, but introduction of people, who might not have direct interest in the implementation of the Irrigation Bill. So, I want to support the Committee on this. I hope when it goes for mediation, the Senate will find it ... view
  • 27 Mar 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. From the outset, this Motion should have come as a Bill so that this issue can be anchored into law in this country. I do not want to repeat what my colleagues have already highlighted but village elders, who include the village in-charges, Nyumba Kumi and peace committees, play a critical role in the economic and social development of our country. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 27 Mar 2019 in National Assembly: We enjoy life in this country without knowing that there are people out there who contribute to the good life that we lead. I want to highlight some examples. In Ethiopia for example, village elders are taken very seriously. Because of that, they have fewer crimes, terrorism and other forms of law breakages in Ethiopia because of the way village elders are organised. When talking about remunerating this particular class, people jump into figures. I want to jump into that. In this country, there are approximately 6,000 sub-locations. If we get about five village elders per sub-location, you are looking ... view
