  • 16 Aug 2018 in National Assembly: There are issues on the Big Four Agenda that the Government is trying to implement. I am calling upon the Government to ensure that the provision of the 30 per cent that has been given to the women and the youth is looked at to ensure that women and youth of this country benefit. I believe that is the only way that we can build them economically. There is also the issue of gender representation that we have been raising in this House to an extent that one of the Hon. Members is trying to bring a Bill so that ... view

  • 16 Aug 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I congratulate Hon. Naisula Lesuuda for the Motion that is on the Floor of the House. Indeed, this is one of the Motions that I believe will improve cooperation within the EAC, that is, if it will be given the attention it deserves. The objective of the EAC Treaty was to develop policies and programmes aimed at widening and deepening cooperation amongst partner states in matters political, economic, social, cultural, research and technology, defence, security, legal and judicial for mutual benefits. If this is going to be actualised, I believe that it ... view
  • 16 Aug 2018 in National Assembly: As it has been said by Hon. Kamket, if the Member states can contribute towards this ratification, it will be good for the EAC to be in a position to implement their work. Recently, I was talking to one of the Members from the East African Legislative Assembly and they were talking of a number of issues that are affecting them because many things are not up to date. view
  • 16 Aug 2018 in National Assembly: With those few remarks, I support the Motion and request the Implementation Committee to look at it so that it can be put into action. view
  • 8 Aug 2018 in National Assembly: Thank you very much, Hon. Speaker. Indeed, I thank the Departmental Committee on Labour and Social Welfare headed by our Chair and the Clerks-at-the-Table for taking us through the vetting of one, Dr Francis Otieno for the position of Principal Secretary. As it has been said by the Chair and seen by the Committee Members, the said PS qualifies to be given the position. This is because he is one of the people who have served in the public service for 28 years and has risen through the ranks. The department he is nominated for appointment is a very sensitive ... view
  • 8 Aug 2018 in National Assembly: I urge the House to approve the nominee to this position. Therefore, I beg to second. Thank you. view
  • 8 Aug 2018 in National Assembly: Thank you, Hon. Speaker. I rise to support the Report that has been moved by the Chair on the approval of the nominees for appointment as chairperson and members of the NGEC, namely, Dr. Joyce Mwikali Mutinda as the Chairperson, having an experience of about 40 years, Hon. Priscilla Nyokabi Kanyua, a former Member of this House and a former Vice-Chair of the Departmental Committee on Justice and Legal Affairs, and Dr. Murithi Chomba Munyi, a person living with disability. The Committee did the vetting. I congratulate the Committee, the Chair and the Clerks for the Report they have come ... view
  • 8 Aug 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. Let me take this opportunity to congratulate Hon. Mishi for tabling this very timely Motion. As it was said by one of the Hon. Members seated here, there are already regulations pertaining to the issue of integration of those schools. So far in this country, there are 97 special schools that are integrated at both primary and secondary levels. The main challenge we face in this country is materials or access to devices. There is also lack of teachers. There is also the issue of infrastructure in terms of washrooms and the ... view
  • 8 Aug 2018 in National Assembly: Member and urge the Government to move with speed in terms of actualising the issue of integrating all primary and secondary schools that we have around. There are a number of students and pupils who are still locked in their houses and cannot access education. We should also bear in mind that it is difficult for them to walk long distances. It would have been prudent for the Government to make sure that it provides boarding facilities so that once in a while, they can be in their homes and while they are in school, they are given full attention. ... view
