That need is mostly, among others, to finance the presidential election slated for 26th October. Speaker, on this Motion which I support very much, the immediate former President of the United States of America, His Excellency Barrack Obama said: “Wishing your Commander-in-Chief failure is being dishonest and disloyal to your country.” We must realise that we have a country and a Commander-in-Chief at the moment. Each and every time there will be a Commander-in-Chief in this country, there would be no need of being dishonest or disloyal. The Independent Electoral and Boundaries Commission (IEBC) is a commission and an independent office and that is why it is called so. Article 249(2) states that commissions and independent offices are only subject to the Constitution and that they are not subject to the direction or control of any organ or authority.
