Mr. Speaker, Sir, it is good and important that we are talking about most of the burning or small issues which could turn up to be very big. Boundaries are very sensitive. They should be discussed and an amicable solution reached at. If we do not handle these issues very carefully, they will result into conflict. We had Post Election Violence (PEV) and witnessed our country burning. Small issues like these ones could start, but eventually end up being big. We have heard someone questioning about boundary disputes between Kajiado and Makueni counties. We have also heard about boundary disputes ...

Thank you, Mr. Temporary Speaker, Sir. In practice of law, when your worthy opponent has eloquently and substantively gone through something, normally we tell the judge, I have nothing useful to add. Sen. Sang has eloquently and in detail, discussed the Regulations. I wish to confirm that we, as a Committee, did all that we were expected to do. We listened to various stakeholders and invited the Ministry concerned, but you heard that we did not get their full cooperation. I wish to state that we must adhere to the law and we shall not encourage anybody who contravenes the ...

Mr. Speaker, Sir, first, I commend the petitioners for acknowledging that the Senate is here and trusting that their issues will be well articulated. I wish to alert the Members of the National Assembly and the Senate that Kenyans who passed the Constitution are aware of the gains that they had given the women. They are monitoring and giving their suggestions on the way forward. They are assisting us. Therefore, it is very important that we work with them so that by the end of the day, we own it.

Thank you, Mr. Speaker, Sir. I also wish to commend the petitioner because he is resorting to peaceful means of solving a problem which is so dear and crucial to not only him but the people of Machakos and Kenya. Devolution is still new, and I believe that these are teething problems and that is why people are still not guided on the right way of including all Kenyans. I heard one leader who comes from one of the marginalized areas say that for the first time, they can actually say that Kenya has achieved Independence. This is because resources ...

Madam Temporary Speaker, I second the amendment because it is very important. This is not just an issue of land and natural resources. We have seen that there are security issues. It is not fair and in order for such things to happen. In fact, it is unbelievable that such things have been happening in our country where people who are supposed to provide protection, not only to the animals, but also to human beings around them are the ones who are engaged in extra-judicial killings. If they do such heinous activities, it is the duty of the state – ...

Madam Temporary Speaker, I wish to continue. I had already engaged to some extent last time. As I had said before, the gist of this matter is to ensure that this issue of having high maternal and infant mortality rate to be a thing of the past. Kenya is at a stage where we are reviewing laws. The Millennium Development Goals (MDGs), Vision 2030 and maternal and infant healthcare is very paramount. All over the world, the reproductive healthcare is an issue which has to be determined. Why are we losing lives? There are many reasons: One of them is ...

Thank you, Madam Temporary Speaker, most obliged. Various researches have been conducted both at the national and international level. I have some reports on incidences and complications of unsafe abortion in Kenya conducted by the Ministry of Health. The Republic of Kenya has also done some research on women’s lives matters including preventing unsafe abortion in Kenya. I also have various reports which I wish to table. I have another one by the World Health Organisation, giving statistics on the rate at which women are dying and the causes. One of the major reasons is unsafe abortion. There is no ...
