Madam Temporary Speaker, I have also looked at the adolescent reproductive healthcare development policy which was done sometime in 2003. There was an implementation assessment report done by the Ministry of Health together with other sponsors. This was done in May, 2013 and it shows that what I am talking about is real and not imagined. It just needs to be improved. I wish to table both the policy and the assessment report.

Madam Temporary Speaker, I have based my research on the adolescents from Nandi, Samburu and Busia. These are reports conducted by various institutions that support the fact that these children have been exposed to a lot of suffering. There is also a study done in Korogocho. These reports will be useful for this Bill. Thank you, Madam Temporary Speaker, for giving me the chance to contribute to this Bill and second it. This is a very important Bill as the Mover, the Senate Majority Leader, has stated and it should be disseminated to the entire country. It protects the human rights of Kenyans and everybody must know that they have a right to be heard, and to access all important documents that affect them. The Bill seeks to protect Kenyans from their rights being violated. I would have used the word “abuse” because it is still abuse but let it be “from being violated.” ...

This is a good Bill and it gives the country an opportunity to strengthen its security which has been wanting and has been under attack, especially by the bad people called terrorists. This Bill will go a great deal in trying to control terrorism. I would urge the government to give women priority in recruitment of police reservists because women are within the vulnerable groups and I will explain why. Mr. Deputy Speaker, Sir, as a reservist what a man can do a woman can do better. I am of the considered opinion that if trained, it depends on which area, they can still do the duty. We have seen many areas where the population is high – even if someone is whispering here that the terrains are difficult, they still go up and down - so they can assist. Why not give them an opportunity? That is why I am saying “what the men can do, the women can do better.” It will make a difference.
