On that note, the NG-CDF needs to be entrenched in the Constitution and in the laws of the land. You will realise that the NG-CDF is so lean in its operations and even structure. The decision-making of the NG-CDF is bottom-up. The public plays a critical role in identification of projects. That is why it is rare to have white elephant projects in the NG-CDF. You will also realise that the cost of running and maintaining the NG-CDF is so lean. It is less than two per cent. Look at other devolved funds, the funds that have been taken to ...

Chairperson of the NG-CDF Committee need to hear this, so that as we move forward to next year, we will make sure that an oversight committee which is able to oversee the standing committee on NG-CDF will be able to oversee all the projects in the constituency without any problem. Two, let us also ensure that this Fund is entrenched in the Constitution…

Thank you, Hon. Deputy Speaker. The issue of Yassin Juma is a matter of national concern. It is a matter that has put this country so low in a community of nations, more specifically the East African Community. Over the years, Kenya has been known to be serious regional bloc. However, the way we behave when it comes to foreign affairs and treat our citizens when they are in distress is bringing this country down. We have had issues with Uganda, and you will all recall the issue of truck drivers, Tanzania and other countries. I want to state this ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support the 23rd Report of the Public Investments Committee. I want to commend the Chair and the Members of the Committee for this Report. The work that has been put forth by the Committee is quite commendable. The mandate of this Committee is manifested in the Report. It shows the abilities and the leadership of the Chair of the Committee. This has shown the way forward for all State corporations. The Inspector of State of corporations and the National Treasury, which is a body in charge of most State corporations, should ...

The other issue is the challenge facing most State corporations on procurement, control and management processes these entities. Most of them do not follow the necessary procurement procedures as per the Public Finance Management (PFM) Act and the Public Procurement and Disposal Act, 2005. Some have entered into contracts that sometimes has costed them a lot and has cost the Government to be taken to court and surcharged. There is also delay in the appointment of CEOs. Some of the CEOs have been good, but they have been in acting capacity for many years. If they are confirmed, they will ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. I think today this House has done a lot of justice to former and current Members, especially in the two Bills that we dealt with in the morning. I just want to say that the Parliamentary Pensions (Amendment) (No. 3) Bill that is before this House is doing a lot of justice especially on Members’ retirement benefits. As Members have just put it, the Bill that we discussed in the morning mainly discussed issues that affected former Members. Even in the precincts of this Parliament, we have seen ...
