  • 25 Oct 2018 in National Assembly: the joke has been that if you break into many houses in our villages, you do not need to hover around thinking of what to steal. Just go straight to the bed and check below the mattress and pillows and you will find a lot of money. Do not go to the kitchen or near the cowshed, just go straight to the pillow and mattress. For the rich folks, the sale of safes for keeping money has risen as people prefer keeping their money in them. I am not by any chance saying that regulating the banking service is wrong. ... view
  • 24 Oct 2018 in National Assembly: Thank you, Hon. Speaker, for giving me an opportunity. Hon. Speaker, you earlier said that the National Assembly discusses matters that are of concern to the people. There is a matter that is of great concern to the people where I come from. He is asking me where I come from. I come from Suna East. Issues concerning county assemblies, as much as they are not within the National Assembly, are of concern nationally. County assemblies are fighting all over the country and the law is very clear and, as lawyers say, we never achieve that clarity. The law is ... view
  • 24 Oct 2018 in National Assembly: They can become collateral damage. The attention of the House must be drawn to the fact that there are problems in the county assemblies and the Senate is not functioning as required by the Constitution of Kenya, 2010, which is now getting old. Can we sit pretty yet we took an oath to defend and uphold the Constitution? Can we just sit pretty when there are problems happening in the areas we come from even though we are not the House that is concerned? You will not see the Senate discussing audits report of county governments. I have not seen ... view
  • 24 Oct 2018 in National Assembly: The issues happening at the county assemblies are now becoming matters of national security. National security is a national function. National functions are handled by this House. The reason why we sometimes discuss issues of referendum, as someone has said, is because when we see those kinds of problems on the ground, we feel that maybe we made a mistake in coming up with the county assemblies, the Senate and some offices that are of no need to the country. Hon. Speaker, I want you to look at this matter critically and if possible, discuss it with your counterpart on ... view
  • 17 Oct 2018 in National Assembly: Thank you, Hon. Speaker. First, I want to condole with my deputy for the devastating loss he has encountered today. Constitutional Bills are heavy Bills. You require numbers. When you belong to a party with 10 Members, you know the consequences of tabling such a Bill. view
  • 17 Oct 2018 in National Assembly: More importantly, I want to speak to the Communication that you made today. It is very important for this House and those Members who care. Being in Parliament is a process of learning for the five years that you are here. You learn every day from the Speaker’s Communications, the Standing Orders and the Constitution. Today is a classic example of how Parliament conducts its business in terms of voting. Hon. Speaker, we did it very well because you are in the Chair. When a Member tables a constitutional Bill, as you said well in your Communication, he must know ... view

  • 11 Oct 2018 in National Assembly: Hon. Speaker, the Standing Orders are very clear that when a Member is on his feet and you have given him time to speak, another Member cannot be on his feet. This is gross misconduct and it is disorderly. view
  • 20 Sep 2018 in National Assembly: Thank you, Hon. Speaker. I stand to support this Motion on the Supplementary Estimates. I want to bring to the attention of Members where we are coming from as a Parliament before the new Constitution came into place. We are coming traditionally as a Parliament which had no role completely in budget- making and where they were allowed only to change 1 per cent of the total estimates. Hon. Kimunya is here to testify that he used to come to the House and read the budget estimates. It used to be a big day for him with some flowers on ... view
  • 20 Sep 2018 in National Assembly: Currently, through the new Constitution, we have been given an opportunity to discuss and if possible, change, amend and do anything that we need to do for the benefit of the country. That goes with responsibility. You must be sure of how you want to execute that responsibility for the good of the country. It is very clear that austerity measures are needed at this point in time in our country. We have said that as a party, House and leaders. Secondly, I congratulate the Budget and Appropriations Committee for the good work they have done within the short time ... view
