  • 2 Jul 2013 in National Assembly: On a point of order, hon. Speaker, Sir. We are discussing a report of a Departmental Committee. This Report is now formally in this House. To my understanding, His Excellency Mr. Kenyatta, is not under discussion before the House. The subject matter is one, Mr. Muturi, who applied for a job and the Committee that was unanimously endorsed by this House discussed this matter and now we are discussing the issue. Is it in order for hon. Ng’ongo to raise the matter of Mr. Kenyatta, the President, as being the man who is choosing this man? Is the choice this ... view
  • 25 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I rise to support the report by the Committee on four points. Number one, clearly the report shows that the individuals presented are career professionals in their respective areas; the fact that there is no report that has come to question what they have done over the years is an indication that they have integrity in their work. Secondly, they have the initiative. The report shows that they have engaged in programmes, research and other initiatives that require one to be responsible. They have personal responsibility and pursue things to conclusion. Thirdly, is appreciation of ... view
  • 5 Jun 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, just in one sentence, the money that we spend every day, every month and annually to transport Kenyans to seek medical attention overseas, be it in Europe or India, will be sufficient to enable us re-invest in the health care system. view
  • 16 May 2013 in National Assembly: I just want to make one point and that is about the importance of the committees and how the public perception of the work of Parliament needs to be improved. We have talked about this before, about the need to really communicate what this Parliament does. Unknown to the public and many stakeholders, in the legislative agenda of Parliament, almost 95 per cent, if not more of the work of Parliamentarian comprises of committee work. Many people just assume that the many times they see people on the Floor of the House contributing is what comprises our contribution to the ... view
  • 14 May 2013 in National Assembly: Thank you, hon. Speaker, Sir. This should actually be one of the happiest times when we are unveiling a very historic responsibility by this pioneering Parliament under the new dispensation but unfortunately I posses some unkind remarks for this Committee. Now, you have unveiled a catalogue of fallacies. It is actually wrong from the beginning for you to sit in a committee, get sufficient time and then come to this House with disagreements. You suffocate our voices when we are supposed to be heard. This Committee is a disgrace. However, having said that--- view
  • 14 May 2013 in National Assembly: Hon. Speaker, Sir, I cannot be allowed by this hon. Member to contribute. You cannot have your way on what you are saying. view
  • 14 May 2013 in National Assembly: Hon. Speaker, Sir, I do not find anything that makes me out of order. I have just said on the Floor of the House--- view
  • 14 May 2013 in National Assembly: Hon. Speaker, Sir, I will withdraw the word “disgrace” and say that this Committee by the presentations of its members is suffering from three things. Number one, they are captives of miasma of deceit. Number two, they are now captives of fallacies because--- view
  • 14 May 2013 in National Assembly: Hon. Speaker, Sir, can I be allowed to continue and build my case because it is important? view
  • 14 May 2013 in National Assembly: Hon. Speaker, Sir, we endorsed this Committee in totality and we have a lot of respect for it. No one should use the Chair just because the Speaker was chairing the Committee to suffocate the intellectual freedom of an individual Member on the Floor of the House. What I am saying is that after listening to those who sat in that Committee contributing and after looking at a copy of this report, I can easily logically conclude that indeed the Committee is not living to the expectations bestowed on it by the collectivity of this House. That may not constitute ... view
