  • 26 Sep 2012 in National Assembly: On a point of order, Madam, Temporary Deputy Speaker. We know that part of the problem involving schemes is that there is political connotation and in this Motion, even the citation of the Provincial Administration--- view
  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, am I in order to suggest a composition of a parliamentary committee--- It should not be an ethnic caucus. It should be a composition of a National Assembly Parliamentary Select Committee to conform with local dynamics which easily constitute part of the problem? view
  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, is it in order? Unless we retain--- These are eminent Members of Parliament considered very well by Dr. Khalwale. Then we have a Member of Parliament who wants to lock out some hon. Members. It is likely to bring politics that are going to negate national duty. view
  • 26 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion. Now that we are forming Parliamentary Select Committee to deal with issues of land and food prices, this Parliament has--- We have had in past years, the National Cohesion and Integration Commission. Secondly, with political leadership some of these simple problems will not--- Let us accept that, indeed, we are part of the problem. I thank my brother, Dr. Khalwale for the Motion. We are part of the solution and we should deal with part of the problem. However, I would like to reiterate this: Could Members of Parliament where ... view
  • 19 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill and to congratulate the Mover for a well documented proposal for legislation. It will make systems work in order for us to be accountable as the Government; the Government includes this arm. It is the best way to get out of the mess; we have had of displacement of many caused by conflicts between communities or political competition that results in disagreements. Getting a system that will bring accountability in finance is very critical. This is because you know the Central Government has used a lot of money in ... view
  • 4 Sep 2012 in National Assembly: Mr. Deputy Speaker, Sir, this Question, obviously, is very specific, but the direction that it seems to take is one where not the Government, but the Back Bench wants to give religious and even racial connotations. It is a very wrong trend. To accuse the Government of suffering from an inferiority complex is completely wrong, despite the emotions this could emanate. In contrast, it may be that those who are accusing the Government collectively are the ones who could easily qualify as captives of caucuses that are facilitated by those who are accused. view
  • 4 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to oppose this Report. Clearly, we cannot avoid the danger of us killing the very institutions that we have created. view
  • 4 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to finish my contribution as the Member for Mukurweini. view
  • 4 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this was a point of order that I alerted very early in the beginning. Now that you have said, “I do”--- view
  • 4 Sep 2012 in National Assembly: When we rise, we do so as Members of Parliament and not as captives of Government. When I was interjected by hon. Mbadi, you can send easy message to my constituents that really, I rose as a member of a battalion. We know that there are merchants of impunity even on the Floor who even when we discussed KKV, NHIF and other issues, they did not have a voice and a mouth. Stop your vengeance trail! I strongly oppose. view
