  • 13 Apr 2010 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion. When the Minister for Finance read the Budget for this Financial Year, there was a lot of excitement and anticipation. This was because of the very unprecedented Economic Stimulus Package and the allocation of resources for the Kazi kwa Vijana Programme. These are milestones which constitute a departure from how the Budgets have been done in the past. In this Financial Year, it is important for us to address the challenges and shortfalls that accompany these unprecedented programmes. Madam Temporary Deputy Speaker, the Kazi kwa Vijana Programme has received a ... view
  • 13 Apr 2010 in National Assembly: Madam Temporary Deputy Speaker, I am saying this with all due respect because I have seen it in the docket of sports where certain decisions including the hiring of a coach who remains the biggest scandal in the sports history of this country are undertaken. The coach was hired, contracted illegally, remaining in office and reaping off Kenyans nearly Kshs20 million. So, I would plead with Mr. Kenyatta to take this matter very seriously because it provides view

  • 13 Apr 2010 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. It is important that the Deputy Prime Minister and Minister for Finance gives full attention to the contributions by hon. Members. Is it in order for his sister, hon. Mugo, to engage him so much that he does not listen to the Chairman of the Departmental Committee on Education, Research and Technology? view
  • 6 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will be very brief. Thank you for the opportunity. view
  • 6 Apr 2010 in National Assembly: In a more rhetoric way, I will just reiterate what has been said; the need for this legislation whose time is really overdue, to ensure that we move to the next level in terms of getting things right in the governance of prosecution and getting matters of national concern, security and corruption submitted and executed without the hindrances that have existed in the past. The example that my colleague, Mr. Chanzu, was giving about Goldenberg should ring bells as we address this Motion, given that it has taken very few and isolated instances to expose issues that would have helped ... view
  • 6 Apr 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, just recently, I was reading of an instance where a woman was being exploited at her work place. This is not an isolated case. There are many women who get abused and subjected to violent and inhuman conditions. However, for fear of being seen as disobeying one’s community, clan or those people in authority, whether it is in villages, work places and in plantations, these cases are never brought forward. As we move towards the enactment of a new Constitution, we need to see women of this country playing a key and more visible role ... view
  • 31 Mar 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to oppose this Motion. Based on what we have witnessed this morning and the fact that we have had time for retreats; the time and resources that we have expended is enough reason for us to bite the bullet. If by the end of the day, we will not have conclusively addressed issues listed here, if we are going to subject every amendment to minutes and hours of discussion, and then extend overnight, this is likely to precipitate the negative caucuses; the caucuses that have become “carcases” which are likely to eat ... view
  • 31 Mar 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I wish to seek the Chair’s indulgence, notwithstanding the legal team’s advice. If an amendment is actually inserted independently on the Order Paper, I am wondering what power, given by the Standing Order or by any other regulation in the House, can actually make an hon. Member’s Motion, which is notified, to be withdrawn on the basis that another hon. Member, representing a different constituency moved a Motion that is akin to the one that is before the House now. view
  • 31 Mar 2010 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I rise to second this Motion. view
