The Member in front of me, the Member for Nakuru Town East, who is a bit noisy, is not observing the COVID-19 protocols. I am scared. I really want to take this opportunity to condole with our departed colleague. Hon. Koinange as all of us know was a servant leader who worked for the people of Kiambaa and people of this country with a lot of zeal. When the sad news came on the screen, we were scared that death can befall a good leader like Hon. Koinange and as Hon. Washiali has put it, and leave those who harass ...

Thank you, Hon. Deputy Speaker for giving me this opportunity. I wanted to make a 30 seconds remark on the Question. They cannot mention Tharaka Nithi without mentioning Meru. I want to amend that Question to include Meru County. Because you cannot mention Tharaka Nithi without referring to Meru County.

Thank you, Hon. Deputy Speaker. I also want to thank the Chairman of the Budget and Appropriations Committee for being honest with what is happening in the National Treasury. This morning, in all the newspapers, the Cabinet Secretary for National Treasury has told us to brace ourselves for tough times in this country. He is telling us to brace for tough times, yet he is also spending a lot of money even before the Committee approves that expenditure, therefore, he is misadvising us. He is the one making us suffer. You cannot spend all those billions without approval and then ...

Thank you, Hon. Temporary Deputy Chairman. I think as the Chair moves these amendments, he should give us the import of his amendments so that we can move in tandem with him. So, when he proposes any amendment, he should explain the import of that amendment.

Hon. Temporary Deputy Chairman, I concur with the Chair of the Committee. As much as I agree with him, it is always good to support him so that he can see that we concur with what he is saying. I support his amendment and encourage him to continue with that spirit because I can see he is definitely improving the tea sector.

Thank you, Hon. Temporary Deputy Chairman. I support this amendment because very many organisations transit without such laws. Many Kenyans have suffered. I support this amendment because nobody will flout the rules. All the Kenyans employed by the Agriculture and Food Authority (AFA) and those working with the KALRO which is leading in research will be absorbed by the Tea Board.
