Thank you, Hon. Deputy Speaker. I was saying that Kenya is a bit late because out of the 195 countries which participated in the climate change deal in Paris last year, almost 114 of them have already ratified it. Therefore, I thank the leadership of this House and the Ministry of Environment and Natural Resources for bringing this Agreement to the Floor of the House so that we can participate in the ratification as a country. I thank His Excellency the President because for the last four years, he has actively participated in the Conference of Parties (COP19), COP20, COP21 ...

have attended, every speaker, even in world forums, recognise the Parliament of Kenya for having passed the Climate Change Act. Up to the other day, the Speaker brought forward the names which have been proposed to be members of the Climate Change Council. So, when all these structures are put in place plus this Agreement, we will know that the implementation of the Climate Change Act will be good for this country. Another important advantage is that the Kenya leadership itself will be at an advantage because Kenya will be one of those countries in the world which will have ...

Thank you, Hon. Temporary Deputy Chairlady for this opportunity. I want to support this clause. My concern is whether seven days are enough to undergo the procedures like handing over office and writing letters to your bosses. Seven days might not be enough to be cleared by your office to go and run.

I hope you are talking about New Clause 11A.

This is a very good clause. However, my concern is that we could put a time frame as to when that decision can be challenged.

Thank you, Hon. Temporary Deputy Chairlady. I think Hon. Duale makes a lot of sense in this because what we should be considering is whether the whole association is adhering to the two-thirds gender rule and not one position for the vice-chairperson. The whole association should have the two-thirds gender rule. I think that is the best way to legislate and not one position because ---

Thank you, Hon. Deputy Speaker for giving me this opportunity. I also want to express my disappointment because the Motion by Hon. Ottichilo is no longer his property. It is the property of the House. It is very bad for Members to insinuate that Hon. Ottichilo intends to use taxpayers’ money carelessly. The Departmental Committee on Agriculture, Livestock and Cooperatives is intentionally delaying this Report. I doubt whether what Hon. Maanzo and Hon. Washiali stated in this House is the official position of the Committee. We need a report, be it a skeleton report or a substantial report from the ...

Thank you, Hon. Temporary Deputy Speaker. My friend Hon. Iringo was cheering that I am upstanding to speak. He is not complaining. I want to support this Motion by Hon. Mwinyi. The P3 Form is very essential, especially in determining the extent of bodily injury in case of assault. You heard Hon. Maanzo talk about wildlife compensation. We enacted an Act to enhance compensation in case of bodily injury by wildlife. So, it is a very critical document. One thing which is coming out clearly is that Hon. Mwinyi is not talking about free P3 Forms from police stations because ...
