Hon. Temporary Deputy Chairlady, I also want to support this amendment from the Senate. Traditionally, those people who actually perform these traditional rites, most of them have never been to school. Even the traditional medicinemen, since time immemorial were wazees in the villages who had no certificates. This amendment is catering for these classes of people. Now that I have the microphone, allow me to recognise the two schools from my constituency.

Thank you, Hon. Speaker. I also want to comment on this important Petition by Hon. Shinali. Tourism in western Kenya is very important. As we try to improve tourism in this country, this is an area which should not be ignored. Kakamega Forest is another example of an equatorial rain forest which can be found in the Congo Basin. Therefore, when this airstrip is completed, that region will have an improved tourism industry. I have lived in Nakuru Town and it is the way it is because of such great leaders. Hon. Mwithaga has played a key role in the development of Nakuru Town and its environs. Besides being an astute politician and leader, he had also excelled in business. He has business empires in Nakuru Town. He assisted very many businessmen who were starting their lives. Thank you, Hon. Temporary Deputy Chairman. I support the amendment as moved by the Chair of the Departmental Committee on Finance, Planning and Trade. On this detail, I wish he could also include qualifications in terms of experience of the Controller of Budget as 3(1)(e) because it is just left open. A person with one year’s experience after school can qualify. Also, with regard to the amendment to Clause 3(2), I am worried why he should state the reasons why one should not be appointed. Thank you, Hon. Speaker. I support the amendment and the position taken by the Committee of the National Assembly. These natural resources agreements involve a lot of investments. The New Clause 9A proposes to give the Senate no specific timeline when it should consider the agreement. This means the investors under these agreements will not move forward. I support the position taken by the Committee and concur with the Senate on the amendments on genetic materials. Thank you, Hon. Temporary Deputy Chairman. I want to comment on Clause 9(c) because we had dispensed off Clause 9(a) and (b). I want to concur with the Committee that we should reject the amendment on Clause 9(c) by the Senate because of some of the issues which they are raising, especially in (b), where a person is disqualified from becoming a member of the Board if he is a member of a governing body of a political party.
