Thank you, hon. Deputy Speaker, for giving me this opportunity. I do not want to overemphasise the sentiments of my colleagues but the leadership of both Houses of Parliament should craft a way of ensuring that at some point relevant Committees from both Houses meet so that they can iron out some of the little issues that keep coming up. Hon. Deputy Speaker, I want to congratulate Hon. Ichung’wah because these three crops; sorghum, millet and cassava, are generally grown in Agro Ecological Zone III. Most parts in this country have this type of climatic condition. So, people in these areas will benefit largely because of this.

I want to remind him again that he forgot to include sugarcane. We had negotiated to include sugarcane, because where he comes from and where I come from there is beer known as Muratina, which is made from sugarcane before it is processed. Later on, we will think of adding sugarcane to this Bill.

On a point of order, hon. Temporary Deputy Chairlady. As a matter of procedure, if the Committee does not agree with the Senate amendment, they should say so and have their own proposals. This is what should then go for mediation with the other clauses that they do not agree with.

I want to oppose this amendment because briefly reflecting on the appointments made yesterday by His Excellency the President, you realise there are so many people without degrees and they are sitting in various boards. This clause will hinder many Kenyans from accessing these positions.

Thank you, hon. Speaker. I also want to support the Report as submitted by the Departmental Committee on Environment and Natural Resources. We considered these amendments from the Senate and as a Member I was present in that meeting. We agreed strongly on some of the clauses that they had amended which were positive to the Bill but some of the clauses, as my colleagues have said, were not positive. Thank you, hon. Temporary Deputy Chairman. I reject this proposal in totality from the Senate. I do not want to doubt the capability of the Committee of the Senate handling environmental issues, but some of the proposals they are bringing forth are very unrealistic. They are indicating that the state of the environment in the counties be published by the CECs in charge of the environment, which they should compile and then the Cabinet Secretary in charge of environment at the national level should be the one responsible to give the state of the environment.
