Hon. Temporary Deputy Speaker, NEMA also needs some prosecutorial powers so that those people who are contravening the Act can also be prosecuted through NEMA. The professional body for the experts who do strategic environmental impact assessments and environmental audits, needs to be anchored in this Bill. This way, we can avoid rogue consultants who usually go to universities for two or three weeks and they are given certificates to practise as environmental experts. As I mentioned earlier, quacks are getting to this business. They do these reports even from their offices in Nairobi and the environmental impact assessment is conducted in Wajir or Mandera. At the moment, there is a big fight between the TSC and KUPPET. With the experience and sober mind of Dr. Nzomo, I know she will give the ongoing negotiations a fresh start, so that teachers will not go on strike. Many teachers are performing in this country, but when promotions come, because of corruption and other ill vices in this society, most of them, who perform, are never considered. However, with this God fearing lady, Dr. Nzomo, all these issues will be handled carefully.

Thank you, hon. Speaker. I stand to support this Report. From the outset, this East African Monetary Union is modelled on the European Monetary Union. Therefore, a lot of research has already been done and most of the countries in the East Africa Community are satisfied that this model will improve our EAC economy. because they know that they will also benefit by having the East African Monetary Union Protocol, they ratified this a long time ago. We have a better and stronger economy than these other states. We should go ahead and ratify this Protocol which is a process that will culminate into a single EAC currency by the year 2024. I support the adoption of this Report.

Hon. Temporary Deputy Chairman, I also strongly oppose the amendment by hon. Korir because basically we really consulted the stakeholders in this sector and they are comfortable with the 1,500. He talks of some arithmetic which he thinks can suit the industry. So, I oppose his amendment.
