If those amendment sail through, even the Members who were contemplating to oppose this Motion should rethink of their stand. Those who have opposed the Motion on the Floor have said that the ranking is done from one examination and is not comprehensive. have some policies that provide for continuous assessments right from Form One, Form Two, Form Three and Form Four. We can borrow a leaf from what happens at universities. Once you enter university, you start earning your degree. You start working for your degree right from the beginning. I support this comprehensive ranking which has been proposed by Prof. Nyikal. Yes, hon. Speaker. You realize that we have problems with the Committees. My petition has been pending before the Committee on Agriculture, Livestock and Cooperatives for 372 days. Maybe, the Clerk’s Office should do a thorough audit.

Thank you, hon. Temporary Deputy Chairman. I also want to echo the sentiments of the Member for Aldai. Let us do away with strokes. We should not be 50-50, the watermelon way. A Member of Parliament should either rank lower than the governor or vice-versa . We should also separate Members of Parliament of the National Assembly from those of the Senate. That way, one can differentiate one category of Members of Parliament from the other. Therefore, there should be no strokes at all.

Thank you hon. Temporary Deputy Chairman. I support the amendment as moved by hon. Kamama because in the Public Service, you realise that there is a lot of laxity in the way people work. One of the reasons why we do not have good service delivery is because there is no training for continuous improvement in the service.
